Every jurisdiction in this catalog has entries whose figures move when a bill passes, whose act takes effect on a later date, or whose program is repealed while its agency keeps advertising it. This page watches each jurisdiction's law, follows a bill through its own jurisdiction's process where its stages are recorded, and names the catalog entries each instrument touches.
9 instruments in Delaware. Tracked across 51 jurisdictions. Every other jurisdiction on the board is still watched by hand.
A bill that died is listed only where a guide, an agency, or a news story has described it as current law. That is the failure that puts a number in front of a veteran which no assessor, registrar, or school will honor.
▲Expands benefitsMakes receipt of a VA pension or any service-connected compensation a presumption that a defendant qualifies for a waiver of court fines and fees.
Enacted a new 11 Del. C. § 4107, effective 180 days after enactment, which the Code prints as March 8, 2027. A defendant who shows receipt of a listed public assistance benefit, including "Veterans Affairs pension or service-connected disability compensation", presumptively qualifies for a hardship waiver, and the court may impose fines or fees only if it finds them in the interest of justice. No rating or income threshold is attached to the VA benefits. Restitution, voluntary assessment traffic offences, toll evasion civil penalties and electronic monitoring violations are outside it. Watching until the effective date.
▲Expands benefitsRequires at least one reserved veteran parking space at state-owned DMV offices and service centers.
Enacted 29 Del. C. § 6310A, effective six months after enactment on September 6, 2026, which is March 6, 2027, the date the bill record gives; the Code prints March 5, 2027. The Director of the Office of Management and Budget must designate at least one space for a veteran, as defined in 29 Del. C. § 8811, at 23 listed DMV offices, state service centers and state offices where the state owns the site, and is encouraged to do so where it leases. Parking in the space is prohibited. Watching until the effective date.
▲▼Expands and restrictsRaises the military pension exclusion to $25,000 at every age by 2029, but makes a retiree aged 60 or older first meet three or five years of Delaware domicile.
Amended 30 Del. C. § 1106(b)(3). For 2027 a taxpayer of any age may subtract the greater of the ordinary pension exclusion or $15,000 of United States military pension, for 2028 $20,000 and from 2029 $25,000. Before it a retiree aged 60 or older had no military-specific figure and shared one $12,500 exclusion with every other pension and retirement income. Senate Amendment 1 made the limits apply to each spouse separately on a joint return and added paragraph f.4., which lets a person aged 60 or older take any subtraction under paragraph (3) only after three years of Delaware domicile, or five if domiciled on or after January 1, 2027. The paragraph imposes nothing on a retiree under 60. Signed August 17, 2026, per the General Assembly’s bill record; the 2026 session laws are not yet published online, and the chapter number is the one the Code prints in the section history. Watching because the first increase applies to tax year 2027.
▲Expands benefitsWould have opened the disabled veterans school tax credit at a rating of 80 percent rather than 100 percent.
Would have lowered the rating in 14 Del. C. § 1917(d) from 100 percent to 80 percent or greater. It was assigned to the House Appropriations Committee and did not pass before the session ended on June 30, 2026. The credit still requires 100 percent compensation for a permanent and total disability, by schedule or through individual unemployability.
Enacted 29 Del. C. §§ 8801-8804 and moved the Commission of Veterans Affairs to §§ 8811-8816. The Department runs the veterans cemeteries, the Veterans Trust Fund and the discharge paper repository, but under § 8801(c) remains a division of the Department of State until the General Assembly approves a transition report, with separation targeted by July 1, 2030. The act also moved recorded discharge documents from the county recorders to the Department (9 Del. C. § 9605(j)) and renamed references throughout the Code. Approved August 13, 2025.
▲Expands benefitsHas the Guard pay tuition and fees to the school directly instead of reimbursing the member after the member pays.
Amended 14 Del. C. § 3480 so the Guard pays tuition and fees to the institution within 60 days of the member’s bill instead of reimbursing the member afterwards. Effective on approval, July 23, 2025, and implemented on July 1, 2026. Guides telling Guard members to pay first and submit receipts describe the old program.
▲Expands benefitsMakes military status, including veteran status, a protected class in employment, housing, public accommodations, insurance and education.
Added "military status" across Delaware’s anti-discrimination statutes, defined to include members of the uniformed forces and reserve components, veterans as defined in 38 U.S.C. 101 and dependents of servicemembers as defined in 50 U.S.C. 3911, and added a safe harbour for any distinction allowed by state or federal law, regulation or government contract. Approved July 23, 2025.
▲Expands benefitsOpens the driver licence veteran designation to veterans of the Public Health Service and NOAA commissioned corps.
Replaced "United States Armed Forces or of the National Guard" in 21 Del. C. § 2718(g) with "uniformed services of the United States", defined as the six armed forces, the Public Health Service Commissioned Corps, NOAA, reserve components and the National Guard, and added PHS Form 1867 and NOAA Form 56-16 as proof. The discharge test remains other than dishonorable. Approved June 24, 2025.
▲Expands benefitsContinues the disabled veterans school tax credit for an unremarried surviving spouse who occupies the home.
Added 14 Del. C. § 1917(d)(1)d. and e. and (d)(2)b. Where the school board has authorized the credit, it must be allowed to a surviving spouse who was a titled owner before the veteran died, has not remarried and occupies the home, if the veteran was claiming it at death, and the Secretary of Finance must keep it running without disruption. Approved November 2, 2022. Flagged because the Division of Revenue application, form DVP-TAX revision 20211026, and the Department of Finance FAQ still say nothing about surviving spouses nearly four years later.
