Where it applies

Written for the jurisdictions listed here.

House Bill 295 with House Amendment 1, signed September 6, 2026 and printed in the Code as 85 Delaware Laws chapter 476, adds Title 29, section 6310A. The act "takes effect 6 months after its enactment into law", which is March 6, 2027, and the General Assembly's bill record gives that date. The Code prints the section as effective March 5, 2027, a day early; the act governs. The Director of the Office of Management and Budget "must designate 1 or more reserved parking spaces for a veteran" at the state-owned locations on its list and "is encouraged to work with the lessor" at the leased ones. The list names the Delaware City, Greater Wilmington, Dover and Georgetown DMV offices; the Appoquinimink, Belvedere, Claymont, DeLaWarr, Floyd I. Hudson, Northeast, Winder Laird Porter, James W. Williams, Smyrna, Bridgeville, Edward W. Pyle, Laurel, Milford, Thurman Adams and Anna C. Shipley state service centers; the Division of Social Services Canby Park office; Churchman's Corporate Center; the Robscott Building; and Blue Hen Corporate Center. The Amendment's synopsis also asks the Director to consider spaces at future state facilities. Who may use it. A veteran as defined in Title 29, section 8811: anyone who served on active duty, including the National Guard or reserves, with a discharge other than dishonorable. The bill prohibits others from stopping, standing or parking in the space and exempts those violations from the general Title 21 civil penalty. The statute does not say how a veteran shows status; a veteran designation on the driver licence or a veteran licence plate are the obvious proofs.
