Where it applies

Written for the jurisdictions listed here.

The Delaware Veterans Trust Fund is the state's emergency assistance money for veterans. What the statute allows. Title 29, section 8804, subsection (a), paragraph (4) has the Department of Veterans Affairs administer a fund that provides financial assistance or grants "to veterans with a minimum discharge status of general discharge under honorable conditions to cover costs associated with medical and dental needs; medical transportation; homelessness support; home repairs and safety modifications; household utilities; and educational or retraining programs". Section 8812, subsection (c) gives the Commission of Veterans Affairs the same fund in the same words, which is a leftover of the 2025 reorganization; in practice the Office of Veterans Services and the Commission run it together. What the agency actually asks for. The Office of Veterans Services says the fund helps veterans "experiencing a verified emergency financial hardship", and that to qualify you must have an honorable discharge or a general discharge under honorable conditions, have a documented emergency financial need, and show that the funding "will help overcome the emergency and support self-sufficiency moving forward". The application needs a Delaware driver licence or state ID, copies of the bills or invoices, two recent pay stubs or proof of income including VA benefits, and two recent bank statements. Incomplete applications are not processed. Payment goes to the vendor, never to you. There is no fixed amount and no guarantee. The agency says the fund "is supported entirely by generous donations and is available based on fund availability", and that approval is not guaranteed. The statute sets no maximum grant. Title 30, section 1197 puts a check-off line on the Delaware income tax return so anyone can direct part of a refund, or add to a payment, for the fund. Who is out. An other than honorable discharge, even though the Department's own general definition of veteran in section 8811 would include it. The fund's statute sets the floor at general under honorable conditions specifically. A separate fund with a similar name. Title 30, section 1188 creates the Delaware Veterans' Home Fund, another tax return check-off, which pays for the construction, operation and maintenance of a veterans home. It gives nothing to individuals.
