Death & Survivor Benefits

A filter hides a benefit only when that benefit has a rating gate and the rating you set misses it. A benefit with no rating gate stays on the list. No disability needed keeps only the benefits a living veteran can use without any service-connected disability rating: one that needs a rating or a disability, or may, stays off, and so does one only a surviving spouse or other family member can use. Who it is for means who can receive the benefit in their own right; a survivor is the family of a veteran or service member who died, and a child of one is listed under both. This is not an eligibility decision.

Tennessee State Veterans Cemeteries

Death & Survivor BenefitsTennessee · State

Burial at no fee in five state veterans cemeteries. A 2026 act opened eligibility to reserve and Guard members with eight years of service or any call to state orders, and made the no-fee rule reach the most recent spouse and dependent children.

The federal route: 38 U.S.C. 2402 eligibility. Section 46-6-105(a)(1)(A) incorporates the national cemetery standard, which reaches a veteran discharged under conditions other than dishonorable, a member who died on active duty, and qualifying retirees and activated reservists.

Texas State Veterans Cemeteries

Death & Survivor BenefitsTexas · State

Five state veterans cemeteries, in Killeen, Corpus Christi, Mission, Abilene and, since 2026, Lubbock. Eligibility and burial benefits match a VA national cemetery, and there is no charge for a veteran, spouse or eligible dependant. Casket burial, cremation, columbarium placement, and a scattering garden are all available.

Service, not a rating. Eligibility follows the VA national cemetery standard: an honorable, under honorable conditions or general discharge and VA's service rules (generally 24 months of active duty after 1980, or the full period called up for). No disability rating is involved, so the rating filter never hides this benefit.

Texas Total Homestead Exemption for a Line of Duty Surviving Spouse

Death & Survivor BenefitsTexas · State

The unmarried surviving spouse of a service member killed or fatally injured in the line of duty pays no property tax on the residence homestead. No disability rating is involved, and the exemption moves with the spouse to a later home as a dollar amount.

Death in the line of duty, and no remarriage. The gates are the service member being killed or fatally injured in the line of duty, marriage at the time of death, and the surviving spouse not having remarried. There is no VA rating test, so the rating filter never hides this benefit.

Texas Total Homestead Exemption for the Surviving Spouse of a Veteran Who Died of a Presumptive Condition

Death & Survivor BenefitsTexas · State

New for the 2026 tax year. The unmarried surviving spouse of a veteran who died from a condition the PACT Act presumes to be service connected pays no property tax on the residence homestead, whatever the rating was at death, and whenever the death occurred.

Death from a PACT Act presumptive condition, and no remarriage. The gate is the cause of death being a condition the PACT Act presumes service connected, not a rating. Section 11.136 says so explicitly: it applies regardless of the disability rating at death, and regardless of when the veteran died. The rating filter does not test any of that.

Traumatic Injury Protection (TSGLI)

Death & Survivor BenefitsFederal

A one-time payment of $25,000 to $100,000 to a service member with SGLI who suffers a scheduled traumatic loss, such as amputation, paralysis, blindness or an inability to perform daily activities.

  • TSGLI payment range: $25,000 to $100,000 (read )

USVI Burial Expense Reimbursement

Death & Survivor BenefitsU.S. Virgin Islands · Territory

The territory reimburses a maximum of $5,000 toward the burial expenses of a Virgin Islands Veteran, on top of whatever federal burial allowance VA pays.

Virgin Islands Veteran only. The Office of Veterans Affairs limits this benefit to a Virgin Islands Veteran: someone who was a domiciliary of the Virgin Islands and who entered the armed services in the Virgin Islands, or who was a domiciliary but entered in another jurisdiction while temporarily residing there. A veteran who moved to the territory after service does not meet it.

USVI Veteran Burial Plot

Utah Scott B. Lundell Military Survivors Tuition Waiver

Death & Survivor BenefitsUtah · State

Undergraduate tuition is waived at Utah public institutions for a dependent of a service member killed on state or federal active duty, or who died of wounds received on such duty. A dependent of a Utah National Guard member does not have to be a Utah resident student. It covers tuition only: not fees, not books, not housing.

Killed on state or federal active duty, or died later of wounds received on it. Utah Code § 53H-11-308(1)(b)(i) and (ii), in each case under orders of competent authority and not as a result of the member’s own misconduct.

Utah Tax Credits for Military Survivor Benefits and a Combat Related Death

Death & Survivor BenefitsUtah · State

Two separate credits. A surviving spouse or dependent child gets a credit equal to the tax rate times their Survivor Benefit Plan payments, but only where the death was on active duty or from a service-connected cause during inactive duty training. And where a service member dies a combat related death, the whole of that person’s Utah tax liability for the year of death is credited.

The survivor credit needs a death on active duty, or a reserve death in inactive duty training. Utah Code § 59-10-1036(2). A Survivor Benefit Plan payment arising from a retiree’s later death does not qualify here; § 59-10-1043 may reach it instead.

Utah Unclaimed Veteran Cremated Remains

Death & Survivor BenefitsUtah · State

A recognised veterans remains organization may inventory the unclaimed cremated remains held at any Utah funeral establishment, and the establishment must release a veteran’s or dependent’s remains on documentation of eligibility. Everyone involved is immune from liability. Unlike other states, Utah imposes no waiting period at all, so a family that has not collected remains should act rather than assume there is a clock.

No waiting period at all. Utah Code § 71A-7-203 imposes no minimum period for which remains must be unclaimed before an organization may inquire or a facility must disclose or release. Other states impose clocks measured in months.

Utah Veterans Cemetery and Memorial Park

Death & Survivor BenefitsUtah · State

One state cemetery, at Bluffdale just north of Camp Williams. There is no fee for a veteran’s burial. A spouse or dependent child pays a fee the department adjusts annually and does not publish, because the statute lets it charge "at least the cost". Any funeral home can handle it: the mortuary sends the discharge paper and books the graveside time.

No fee for the veteran’s own burial. Utah Code § 71A-7-301(2)(c) authorises a fee only for the burial of "a veteran’s spouse and any other persons", and the department states there are no fees for a veteran’s burial.

VA Burial and Plot Allowance

Death & Survivor BenefitsFederal

Money toward a veteran’s funeral and burial: up to $2,000 for a service-connected death after September 10, 2001, and $1,032 each for burial and plot for a non-service-connected death on or after October 1, 2026.

  • Service-connected burial allowance, death after September 10, 2001: up to $2,000 (read )
  • Non-service-connected burial and plot allowances, death on or after October 1, 2026: $1,032 each (read )

Paid the costs, not reimbursed. The claimant paid the burial costs, and the veteran was not dishonorably discharged and meets a service-connected or listed non-service-connected condition.

Vermont National Guard State Active Duty Death Benefit

Death & Survivor BenefitsVermont · State

A $50,000 State death benefit for a Vermont National Guard member who dies on State active duty or from injuries incurred on it. State active duty is outside the federal death gratuity, which is what this fills.

Death on State active duty, or from injuries incurred on it. The benefit runs to a Vermont National Guard member who dies while on State active duty or as the result of injuries incurred while on it, where the death or injuries resulted from performing State active duty or from conduct related to it. No disability rating is involved, so the rating filter never hides this benefit.

Vermont Property Tax Exemption for a Survivor of a Veteran

Death & Survivor BenefitsVermont · State

The same $10,000 to $40,000 exemption for an unremarried widow or widower of a previously qualified veteran, with no requirement that the survivor be receiving anything, and for a spouse or child who owns the home and receives death compensation or DIC.

Unremarried widow or widower of a previously qualified veteran. Section 3802(11)(C) entitles the unremarried surviving spouse of a previously qualified veteran to the exemption whether or not the individual receives any government compensation or pension. No rating and no federal payment is required, so the rating filter never hides this benefit.

Vermont Veterans Memorial Cemetery

Death & Survivor BenefitsVermont · State

Burial at Randolph Center at no cost to the veteran in the government marker sections, with an opening and closing fee for a spouse or child, and a statutory duty to accept the unclaimed remains of an eligible veteran.

VA national cemetery eligibility. Eligibility follows the federal national cemetery rules: discharge under conditions other than dishonorable, death on active duty, or twenty or more years of Guard or Reserve service with eligibility for retirement. Spouses and dependent children may be interred. No disability rating is involved, so the rating filter never hides this benefit.

Veterans Memorial Cemetery of Western Colorado

Death & Survivor BenefitsColorado · State

Colorado’s only state veterans cemetery, at Grand Junction, with no charge at all for interment. It is 250 miles from Denver, so most of the state’s veterans are served by Fort Logan National Cemetery instead.

National cemetery eligibility plus Colorado residency. Eligibility matches VA national cemetery rules with a Colorado residency requirement added, stated by the Army benefits library as residency at entry on active duty or at death. No disability rating is required, so the rating filter never hides this benefit.

Walton County: National Cemetery Burial for Indigent and Unclaimed Veterans

Death & Survivor BenefitsWalton County, FL · County

Under Walton County's Resolution 2026-38 (June 30, 2026), funeral homes paid $995 to cremate the county's indigent and unclaimed dead must first try to learn whether the person was a veteran, Reservist or Guard member eligible for a national cemetery, or an eligible spouse or child, and if so arrange interment there.

Veteran, spouse or dependent child eligible for a national cemetery. For an indigent or unclaimed veteran, Reservist or Guard member eligible under 38 C.F.R. 38.620, or an eligible spouse or child. No rating is needed.

Warren County Line of Duty Surviving Spouse Exemption

Death & Survivor BenefitsWarren County, VA · County

Warren County takes the statewide exemption for the unremarried surviving spouse of a service member who died in the line of duty, on the home and up to five acres. Its forms still say “killed in action”, and its explanation sheet wrongly makes a home worth more than the county average ineligible.

Line of Duty determination from the Department of Defense. The member of the armed forces died in the line of duty with a Department of Defense determination. The spouse has not remarried and lives in the home. No disability rating is involved.

Washington County Burial Allowance and Grave Markers

Death & Survivor BenefitsWashington County, PA · County

Washington County pays the statutory minimum of $75 toward the burial of a wartime veteran or a war veteran's spouse, on its own burial allowance form, and buys veterans' grave markers on a yearly bid, about $16,000 of cast aluminum markers with bronze powder coating a year from All Quality Memorial Markers, at $15.30 a marker and $5.25 a support rod from July 2026.

Washington County Line of Duty Surviving Spouse Real Estate Class, Superseded

Death & Survivor BenefitsWashington County, VA · County

Washington County’s 2023 ordinance taxes the home of a line-of-duty surviving spouse at a separate rate under a section repealed in 2025. The statute now exempts the home outright up to the average home value, so a spouse should apply for the exemption.

Line of Duty determination from the Department of Defense. The member of the armed forces died in the line of duty with a Department of Defense determination. The spouse has not remarried and lives in the home. No disability rating is involved.

Washington Property Tax Assistance for Widows and Widowers of Veterans

Death & Survivor BenefitsWashington · State

A grant rather than an exemption, paying part of the property tax for an unmarried surviving spouse aged 62 or older, or disabled, whose veteran died of a service-connected cause or was rated 100% for the ten years before death.

A service-connected death, or 100% for the ten years before death. The veteran has to have died of a service-connected disability, been rated 100 percent for the ten years before death, been a former prisoner of war rated 100 percent for at least a year before death, or died on active duty. Those are historical facts about the veteran rather than a current rating, so the rating filter cannot test them and never hides this benefit.

Washington State Veterans Cemetery

Death & Survivor BenefitsWashington · State

The state cemetery at Medical Lake, near Fairchild Air Force Base, buries an eligible veteran at no cost. A spouse or dependent child may be buried there for a $300 interment fee, and may be buried first.

Minimum active duty service and a discharge other than dishonorable. The gates are meeting a minimum active duty service requirement and a discharge under conditions other than dishonorable. No disability rating is involved, so the rating filter never hides this benefit.

Washington Tuition Waiver for Dependents of Totally Disabled and Fallen Veterans

Death & Survivor BenefitsWashington · State

State colleges must waive all undergraduate tuition and fees for the child or spouse of a veteran who became totally disabled in service or died in service, up to 200 quarter credits, with a $500 a year book stipend when funded.

The veteran became totally disabled in service. One qualifying path is a veteran or National Guard member who became totally disabled as a result of serving in active federal military or naval service. That is a determination about total disability rather than a bare combined rating, so the rating filter does not enforce it.

Death & Survivor BenefitsWayne County, PA · County

Wayne County pays a $100 burial allowance toward the funeral of a veteran who lived in the county, and in some cases a spouse, and a $100 contribution toward the grave marker, through the Department of Veteran's Affairs (570-253-5970 ext. 3114); apply within a year of the death.

West Virginia War Orphan Education Program (repealed in 2025)

Death & Survivor BenefitsWest Virginia · State

The statute behind this program was repealed effective June 29, 2025, yet the state agency and the federal benefits library both still advertise it with dollar figures.

Repealed effective June 29, 2025. House Bill 3192 of the 2025 regular session repealed West Virginia Code 18-19-1 through 18-19-4, the entire war orphan article, effective ninety days from its March 31, 2025 passage. Nothing in that act re-enacted the program elsewhere.

What the South Dakota Veterans Home Takes From an Estate

Death & Survivor BenefitsSouth Dakota · State

A resident who dies without legal dependents and without a will leaves the whole estate to the home as sole heir. With a will, the home still has a preferred claim for full maintenance back to admission, and can claim again against a surviving spouse.

No dependents and no will means the home is sole heir. Section 33A-4-16 distributes the property of a resident who dies without legal dependents to the State Veterans Home as sole heir. A will displaces that result, subject to the preferred claim.

Wyoming County Burial Assistance for Indigent Veterans

Death & Survivor BenefitsWyoming · State

Counties provide up to $500 toward preparation and transportation of the body and up to $1,500 toward burial for a veteran without the means to pay. It is small, and it is the difference between a burial and none.

Veteran status and inability to pay. The gates are veteran status and a lack of adequate means to cover the burial. No disability rating is involved, so the rating filter never hides this benefit.

York County Burial Allowance, Grave Markers and Flags

Death & Survivor BenefitsYork County, PA · County

York County's code sets $100 toward the funeral of a veteran and of a surviving spouse, $50 toward setting a government headstone or lettering a private one, and a concrete flagholder with a service medallion.
