Death & Survivor Benefits

USVI Burial Expense Reimbursement

The territory reimburses a maximum of $5,000 toward the burial expenses of a Virgin Islands Veteran, on top of whatever federal burial allowance VA pays.

Also called: burial expenses, reimbursement, $5,000, funeral, Policy Letter 4, 3 V.I.C. 8b, burial allowance.

For: Veteran or service member, survivor.

Where it applies

Written for the jurisdictions listed here.

The Office of Veterans Affairs summary dated March 14, 2025 lists it as item three among the benefits for Virgin Islands Veterans only: "A maximum of $5,000.00 is reimbursed for Burial Expenses of Virgin Islands Veterans." That figure is worth knowing because it is large relative to what the federal system pays for a non-service-connected death, and because it is a reimbursement rather than a plot benefit, so it covers the costs a cemetery plot does not. It is a maximum, not a flat payment, and the mechanism is reimbursement, so the family pays and then claims. Ask the Office of Veterans Affairs what documentation it wants and how quickly a claim must be made; the office's published material does not state a deadline, and the absence of a stated deadline is a reason to ask rather than to assume there is none. The eligibility gate is the territory's own. This sits on the Virgin Islands Veterans only side of the office's list, which means the deceased must have been a domiciliary of the Virgin Islands who entered the armed services in the Virgin Islands, or a domiciliary who entered in another jurisdiction while temporarily residing there. The burial statute behind it, 3 V.I.C. chapter 1 § 8b(c), puts the same test as bona fide residence in the Virgin Islands at the time of being drafted or enlisting, whether residing in the Territory or attending college. What it stacks with. Federal VA burial allowances are separate, and their amounts and eligibility turn largely on whether the death was service-connected; VA also provides a government headstone or marker or a medallion, a burial flag, a Presidential Memorial Certificate and military funeral honours on request. The territory's free burial plot in a local cemetery with a designated veterans section is a further separate benefit with its own entry. A family should claim all of them rather than treating one as the answer. Practical order of operations. Contact the Office of Veterans Affairs first, because it certifies Virgin Islands Veteran status for every territorial benefit and because the plot and the reimbursement run through the same office. Then file the federal claim. Keep every receipt: a reimbursement scheme with a $5,000 ceiling rewards documentation. The office's St. Croix number is 340-773-8387 and its St. Thomas and St. John number is 340-774-8387.

Thresholds

Thresholds for USVI Burial Expense Reimbursement
GateRule
Virgin Islands Veteran onlyThe Office of Veterans Affairs limits this benefit to a Virgin Islands Veteran: someone who was a domiciliary of the Virgin Islands and who entered the armed services in the Virgin Islands, or who was a domiciliary but entered in another jurisdiction while temporarily residing there. A veteran who moved to the territory after service does not meet it.
No rating requirementThe territorial reimbursement is not conditioned on a disability percentage. Federal burial allowances, which are separate, do turn partly on whether the death was service-connected.
Up to $5,000, reimbursedThe March 14, 2025 summary sets a maximum of $5,000 reimbursed for the burial expenses of Virgin Islands Veterans. It is a ceiling on reimbursement, so the family pays first and claims with receipts.
Ask about the claim deadlineThe office\u2019s published material states no deadline for claiming the reimbursement. Ask what documentation is required and how quickly a claim must be filed rather than assuming there is no limit.
