Every jurisdiction in this catalog has entries whose figures move when a bill passes, whose act takes effect on a later date, or whose program is repealed while its agency keeps advertising it. This page watches each jurisdiction's law, follows a bill through its own jurisdiction's process where its stages are recorded, and names the catalog entries each instrument touches.
6 instruments in Colorado. Tracked across 51 jurisdictions. Every other jurisdiction on the board is still watched by hand.
A bill that died is listed only where a guide, an agency, or a news story has described it as current law. That is the failure that puts a number in front of a veteran which no assessor, registrar, or school will honor.
▲Expands benefitsRaises paid military leave for state and local public employees from three weeks to four a year.
Amended C.R.S. 28-3-601(1) so a Guard or reserve member employed by the state or any political subdivision, municipal corporation or other public agency gets paid leave of up to the equivalent of four weeks of work on the regular schedule per leave year, up from three weeks (about 15 working days).
▲Expands benefitsGives a disabled veteran two more weeks to apply, to July 15, and to file late, to August 15.
A property tax administration act aligned the veteran exemption’s dates with the senior exemption’s: the application deadline in C.R.S. 39-3-205(1)(b) moved from July 1 to July 15 and the good-cause late deadline in 39-3-206(2)(a.7) from August 1 to August 15. Effective August 12, 2026, after the 2026 deadlines had passed, so the new dates govern from the 2027 filing season.
▲Expands benefitsDrops the requirement that the service-connected disability be permanent for the registration fee exemption.
Section 7 of a motor vehicle administration act deleted "permanent" from C.R.S. 42-3-304(3)(a), so a 50 percent or more service-connected disability exempts one vehicle from registration fees whether or not VA has made it permanent. The parallel specific ownership tax exemption in 42-3-104(5) was not amended and still requires permanence. The same act repealed the Navy SEAL plate. Codified versions printed before August 2025 still show the old text.
Postponed indefinitely in August 2024. At least one search result reported its median-home-value formula as the current exemption amount. The figure is still 50 percent of the first $200,000, and proposals to lower the rating floor below 100 percent have not reached the ballot.
▲Expands benefitsWould have stated that a disabled veteran need not hold the disabled veteran plate to claim the second vehicle exemption.
Lost in appropriations, so the clarification never reached the statute and county practice varies. Neither section conditions the exemption on holding the plate. A veteran rated 50 percent or higher who cannot get a plate certified should bring the VA award letter and ask the county motor vehicle office to apply the exemption on the rating.
