Legislation

Every jurisdiction in this catalog has entries whose figures move when a bill passes, whose act takes effect on a later date, or whose program is repealed while its agency keeps advertising it. This page watches each jurisdiction's law, follows a bill through its own jurisdiction's process where its stages are recorded, and names the catalog entries each instrument touches.

Choosing a jurisdiction overrides the level. Stage is where the bill stands in its own jurisdiction's process. Direction is whether it expands or restricts benefits, recorded only where the reason can be read from the bill. Outcome is whether the instrument became law; catalog status is whether this catalog has been reconciled against it. None of this is legal advice, and a tracked item is a pointer to the official record rather than a substitute for reading it.

6 instruments in Nevada. Tracked across 51 jurisdictions. Every other jurisdiction on the board is still watched by hand.

A bill that died is listed only where a guide, an agency, or a news story has described it as current law. That is the failure that puts a number in front of a veteran which no assessor, registrar, or school will honor.

Expands benefits Requires an interview for every qualified disabled veteran and for other qualified veterans up to at least 22 percent of those interviewed.

NRS 284.265, subsection 2 now requires an appointing authority to interview for the position each veteran with a service-connected disability who is a qualified applicant, and, where there are qualified applicants who are veterans without a service-connected disability, to interview a number of such veterans equal to at least 22 percent of the total number of qualified applicants interviewed for the position, or all of them if there are not enough to reach that percentage, with percentages that are not whole numbers rounded to the next highest whole number. The section was amended in 2017 and again in 2023, and NRS 284.260 was amended in the same 2023 session to add a member of the Nevada National Guard who submits a letter of recommendation from the commanding officer of the member’s unit to the groups given preference in establishing pools of eligible persons. Tracked because it is the only percentage interview quota in this catalog and is materially stronger than the one-interview policy in South Carolina or the equally-qualified tie-breaker in New Hampshire, and because published descriptions of Nevada veteran employment benefits still describe it as a preference rather than as a mandatory interview obligation. The obligations run on qualified applicant status as the centralised system established under NRS 284.107 records it, so a veteran whose status is recorded only in a cover letter may not be counted.

Nev. Rev. Stat. § 417.0187 (added to NRS by 2017) Made the federal disability determination control every state and local veteran benefit

Expands benefits Makes the federal disability determination, shown by a VA or DoD certificate, sufficient for every state and local veteran benefit.

Added NRS 417.0187. Notwithstanding any provision of state law to the contrary, for the purpose of determining eligibility for any benefit, program or assistance provided by the State or a local government to a veteran, or a business owned or operated by a veteran, with a service-connected disability, the veteran is deemed to be a veteran with a service-connected disability to the extent determined by the Federal Government, and a certificate from the United States Department of Veterans Affairs or the Department of Defense indicating the service-connected disability and its total percentage or compensation is sufficient evidence both of the disability and of its extent. The section is cross-referenced expressly by NRS 502.072 for hunting and fishing licences, by NRS 482.377 for disabled veteran licence plates, and by the chapter 284 definition of a veteran with a service-connected disability used in the state employment interview quota. Tracked because it binds county assessors and the Department of Motor Vehicles as well as state agencies, because the phrase "or compensation" is the only route by which individual unemployability reaches any Nevada veteran benefit given that no benefit section mentions it, and because it sits in unresolved tension with NRS 361.091, subsection 7, which directs that a property tax exemption be based on "the total of those combined percentages" where more than one permanent service-connected disability is documented. One provision points at the VA combined rating and the other reads as arithmetic addition, and the difference is a whole exemption tier.

Nev. Rev. Stat. § 482.0962 (added to NRS by 2017) Defined a qualifying service-connected disability additively rather than by the VA combined rating

Added NRS 482.0962, which defines "qualifying service-connected disability" for licence plate purposes as a service-connected disability rated at 100 percent; more than one service-connected disability "the combined ratings of which add up to at least 100 percent"; or a service-connected disability of any rating that constitutes or includes a permanent disability qualifying the person for a special plate under NRS 482.384, the walking disability section. The second limb is arithmetic addition, which the VA combined rating formula never performs because it applies each successive disability to the remaining unimpaired portion of the person. The third limb dispenses with percentages altogether. Tracked because the same drafting idiom appears in NRS 361.091, subsection 7 for the property tax exemption, which bases the exemption on "the total of those combined percentages, not to exceed 100 percent", and the two provisions together suggest a deliberate Nevada approach rather than a drafting slip. A veteran whose VA letter shows a combined rating below the threshold may still qualify once the separate percentages are added, and neither the Department of Motor Vehicles nor any county assessor publishes guidance resolving the point against NRS 417.0187, which deems the disability to be as the Federal Government determined it.

Nev. Rev. Stat. § 417.121 (added to NRS by 2017, amended 2019 and 2025) Required outreach and discharge upgrade assistance for LGBT veterans, without a discharge condition

Expands benefits Requires outreach and discharge upgrade assistance for LGBT veterans and bars denying them benefits on that basis.

Added NRS 417.121, which obliges the Director of the Department of Veterans Services to conduct outreach to, and provide assistance designed for the unique needs of, veterans and members of the military who are lesbian, gay, bisexual or transgender and their spouses and dependents, including assistance in applying for an upgrade to the character of the veteran’s discharge or a change in the narrative reason for the veteran’s discharge, and to make informational materials on both processes available to agencies, resource centres and programmes serving veterans in the state. Subsection 2 defines veteran for the section as a resident of this State who meets the qualifications of subsection 1 of NRS 417.005, and pointedly does not import subsection 2 of that definition, which requires separation under conditions other than dishonorable. Tracked because that omission makes this the only provision in the Nevada file open to a veteran with an other than honorable, bad conduct or dishonorable discharge, which is the population the section exists to help, and because no published summary of Nevada veteran benefits records that the discharge condition is absent. The section names two distinct remedies that are often conflated: a change in the character of service, which unlocks benefits, and a change in the narrative reason, which removes the stated ground from a record that may already show honorable service. The section was amended in 2019 and again in 2025.

Nev. Rev. Stat. §§ 361.090(8), 361.091(10) and (11) Indexes both veteran property tax exemptions annually, so no statutory figure is ever current

Standing indexing provisions, as amended through 2015Takes effect

NRS 361.090, subsection 8 and NRS 361.091, subsections 10 and 11 require the monetary amounts in both veteran property tax exemptions to be adjusted for each fiscal year by the percentage increase in a consumer price index from July 2003 to the July preceding the fiscal year, and require the Department of Taxation to give each county assessor the adjusted amount in writing on or before September 30 of each year. The statutory figures are $2,000 for the general veterans exemption and $10,000, $15,000 and $20,000 for the three disabled veteran tiers. The operative figures for fiscal year 2026-2027 are $3,640, $18,200, $27,300 and $36,400. Tracked as a standing figure movement rather than a single act because the amounts change every year without legislation, because every one of the statutory numbers is roughly 45 percent of the current one so quoting the statute understates the benefit by more than half, and because the two sections name different indexes: NRS 361.090, subsection 8 refers to the Consumer Price Index (All Items) without naming a region, while NRS 361.091, subsection 11 specifies the Consumer Price Index for All Urban Consumers, West Region (All Items). The two have moved by the same factor to date but nothing in the statutes requires that to continue, so the general and disabled exemptions could diverge. The figures in this catalog must be rechecked against the Department of Taxation notice each autumn.

Nev. Rev. Stat. § 417.147, subsection 2 Leaves veterans home room rates to an annual decision of the State Board of Examiners

Needs reviewEnactedFigure moved

Standing provision

NRS 417.147, subsection 2 requires the Director, with the advice of the Nevada Veterans Services Commission, to recommend to the State Board of Examiners on or before April 1 of each calendar year a schedule of rates to be charged for occupancy of rooms at each veterans home for the following fiscal year. The Board establishes the schedule and "is not bound to follow the recommendations of the Director". Subsection 1(b) separately leaves the management, maintenance and operation of the homes, including admission criteria, to rules, policies and procedures the Director establishes, and the section states no service, discharge, disability or residency test for admission. Tracked because no figure for the cost of a Nevada veterans home appears anywhere in statute, the figure changes every fiscal year on a decision taken each spring by a body composed of the Governor, the Secretary of State and the Attorney General rather than by the veterans department, and the rate is set per home so the southern and northern homes can differ. Any published cost or eligibility figure for a Nevada veterans home is administrative and must be confirmed with the home. The gift accounts in NRS 417.145, fed by tax exemptions donated under NRS 361.0905 and NRS 371.1035 up to a combined $2,000,000 per account per fiscal year, sit alongside the operating account and are subject to an annual report of expenditures.
