Madera County's classified-service rules give veterans a preference credit in open competitive examinations once the passing score is reached: the County Code sets five percent of the credits earned, with an additional five percent for honorably discharged veterans with service-connected disabilities, and the Civil Service Rules in force state the credit as five points, ten if disabled, with no credit in promotional examinations.

The ordinance. County Code section 2.54.110, which fixes what the classified service must provide, clause G: "An extra credit of five percent of the total credits earned in any competitive open examination to all persons who shall have earned the minimum qualifying score and who have submitted proof of qualifying veteran status in the United States military forces. An additional five percent credit shall also be allowed to those honorably discharged veterans with service-connected disabilities. For the purpose of this section, 'veteran' means any person meeting the 'veteran' criteria described in California Government Code Section 18973." (Both read on 2026-10-21 on Municode.)
The rules. The Civil Service Rules (Chapter 2.57, adopted by ordinance from 1962 and last amended by Ordinance No. 681 of August 23, 2016) carry their own, differently worded preference: Rule 1 defines "Veteran" as one who served "for a period of at least ninety days during time of war or when a national conscription act was in effect, and who has been honorably discharged" (section 1-52) and "Disabled veteran" as a veteran "rated by the U.S. Veterans' Administration to be at least ten percent disabled and who is receiving compensation payments ... at the time of filing his application for examination" (section 1-21); Rule 4 (section 4-18) requires the applicant to "indicate on his application blank" the service and "present to the director the original or a certified or photostatic copy of proof"; and Rule 5 (section 5-8): "In any open competitive examination any veteran qualifying for preference shall, upon attaining the passing score established for the examination, be given a preferential credit of five points if the veteran is not disabled or ten points if the veteran is disabled. Veterans' credit shall not be granted in promotional examinations."
The two texts differ - percent-of-credits against flat points, the Government Code definition against the ninety-day-wartime one - and both are recorded as published; the county publishes no document reconciling them. Rule 8-1 leaves military leave for employees to the Military and Veterans Code.

The ordinance follows Government Code 18973; the rules keep their own definition and add the ten-point credit for a veteran rated at least 10 percent disabled and drawing compensation.
