Veterans' Preference in appointment applies when candidates are considered substantially equally qualified for a position." It adds that certain service members may have a postsecondary education requirement waived. What the statute says. Section 295.085 gives first preference in appointment, for any position not filled by written examination, to a disabled veteran or listed spouse who has the minimum qualifications, and second preference to wartime and other veterans, Guard and reserve members and listed survivors who have them. Section 295.07(3) requires special consideration at each step of selection. Neither limits preference to a tie between equally qualified candidates. An applicant who meets the minimum qualifications should claim the preference and, if passed over, can complain in writing to the Florida Department of Veterans' Affairs' preference coordinator, 11351 Ulmerton Road, Suite 311, Largo 33778, as the county's page says. Documents. Applications go through the county's SuccessFactors site and must arrive by 11:59 p.m. on the closing day. To receive preference, send a DD-214 or another official document showing the dates of service and type of discharge to Human Resources by fax (321-633-2036), post or in person; the page does not say whether one sent after the closing day is accepted.
