Arizona In-State Tuition for Veterans Using VA Education Benefits
Immediate in-state tuition at an Arizona university or community college for a veteran using VA education benefits after 90 days of active duty, and for any honorably discharged or retired service member who shows intent to stay. There is no time limit after discharge.
Also called: in-state tuition, residency, GI Bill, Chapter 33, Chapter 31, Chapter 35, 15-1802, 3679(c), nonresident rate.
For: Veteran or service member, spouse, child, survivor.
ARS 15-1802 gives immediate in-state classification, without the usual year of domicile, on several routes.
Subsection L covers a veteran as defined in title 38 who enrolls at an Arizona Board of Regents university or a community college while using VA education benefits under chapter 30, 31, 33 or 35, after a discharge from 90 days or more of active duty. It also covers a person using the Fry Scholarship, a family member using a transferred Post-9/11 GI Bill while the service member is on active duty, and anyone else described in 38 U.S.C. 3679(c). The applicant must show objective evidence of intent to be an Arizona resident, such as an Arizona driver license, vehicle registration, voter registration or employment, as subsection H lists.
There is no window after discharge. This entry used to say the veteran had to enrol within 36 months of discharge. That was the federal rule in 38 U.S.C. 3679(c) until August 1, 2021, when Public Law 116-315 section 1005 removed the three-year limit, and ARS 15-1802(L) names no time limit of its own.
Subsection G is wider still and needs no VA benefit at all: a person holding an honorable discharge from active duty, the reserves or the National Guard, or retired from any of them, gets immediate in-state classification on the same showing of intent, and keeps it while continuously enrolled.
Subsections E and F cover a member stationed in Arizona and the member's spouse and dependent children, and a member who has claimed Arizona as legal residence for twelve months.
The value is easy to underestimate: the gap between resident and nonresident tuition at the three state universities runs to tens of thousands of dollars a year, and the Post-9/11 GI Bill pays only the resident rate at a public school. Settle the classification with the registrar at admission rather than after the first bill.

Rule
VA education benefits after 90 days of active duty, or an honorable discharge
One route is using VA education benefits after a discharge from 90 days or more of active duty; another is any honorable discharge or retirement. Both need evidence of intent to reside in Arizona. No disability rating is required, so the rating filter never hides this benefit.
