Expands benefits Measures household income for the property tax freeze by Kansas AGI, which counts less retirement income.

Amended K.S.A. 79-4508a to provide that for tax year 2025 and all tax years thereafter, household income means the total Kansas adjusted gross income of all persons of the household. Before this the claim used the much broader definition in 79-4502(a), which counted the gross amount of any pension or annuity, all dividends and interest whether or not in adjusted gross income, workers compensation, loss-of-time insurance and up to half of social security. Moving to Kansas AGI is a substantial loosening for a household living on retirement income, and a veteran who was over the limit under the old definition may be under it now. Tracked because the change is invisible in the published income figure, which did not move: the same dollar limit now admits more people.
