A military retiree living in or visiting Japan, including Okinawa, may shop at U.S. installations, but family members may enter only with the retiree and only the retiree may buy.
Military retirees. The Exchange lists retired U.S. military as authorized in Japan. Veterans who did not retire are not listed.
Under the U.S.-Japan tax treaty, military retired pay is taxable only by the United States unless the retiree is a Japanese national. U.S. Social Security is taxable in Japan, and the United States keeps taxing it too.

VA payment for treatment of a service-connected disability, and some associated conditions, while the veteran is outside the United States.
Service-connected condition. VA pays for a disability it has decided is service-connected, including a 0% rating, and for some associated conditions. There is no single combined-rating floor beyond that.
