VA Foreign Medical Program

VA payment for treatment of a service-connected disability, and some associated conditions, while the veteran is outside the United States.

Also called: FMP, Foreign Medical Program, overseas care, care abroad.

For: Veteran or service member.

Where it applies

Applies outside the United States.

The Foreign Medical Program pays for treatment of a service-connected disability when the veteran is outside the United States. It can also cover a condition VA decides is associated with and aggravating that disability, and care a veteran needs while taking part in Veteran Readiness and Employment under chapter 31. It does not replace VA health care inside the United States, and it is not a benefit written by the host country. Under 38 C.F.R. 17.35 it is available without regard to the veteran's citizenship. The veteran is the patient. Family members are not covered as patients under FMP. VA has to have decided the condition is service-connected. A 0% rating is still service-connected. This entry stays visible under a rating filter because the program is not limited to one combined percentage. Each country page lists what VetTOC has written for that country: U.S. benefits that apply only there and host-nation provisions that reach U.S. veterans. In the Philippines that includes the VA Manila Outpatient Clinic, the only VA health facility outside the United States. Countries not yet written are marked as still gathering intel.

Documents the source lists

What the official source lists for an application, and where to get each document. It is a reference read from the source, not a full list of what the office may ask for; check with the office or an accredited representative before you apply. Needed means the source asks for it; Helps means the source calls it optional or says it speeds things up.
