Benefits written for France are first: U.S. benefits that apply only here, and host-nation provisions that reach U.S. veterans. VA benefits that apply abroad follow.
Under the U.S.-France tax treaty as amended in 2004 and 2009, U.S. Social Security and pensions from a U.S. retirement arrangement, which include military retired pay, paid to a resident of France are taxable only in the United States. Unlike the other treaties in this catalog, nationality and immigration status do not change that on the French side.
No rating requirement. The treaty turns on the kind of payment and residence, not on any disability percentage.
VA payment for treatment of a service-connected disability, and some associated conditions, while the veteran is outside the United States.
Service-connected condition. VA pays for a disability it has decided is service-connected, including a 0% rating, and for some associated conditions. There is no single combined-rating floor beyond that.
