Benefits written for Australia are first: U.S. benefits that apply only here, and host-nation provisions that reach U.S. veterans. VA benefits that apply abroad follow.
The U.S.-Australia treaty exempts U.S. government pensions from Australian tax only for people not ordinarily resident in Australia, so a U.S. retiree living there gets no treaty exemption for retired pay. U.S. Social Security is taxable only in the United States.
No rating requirement. The treaty turns on the kind of payment and on residence, not on any disability percentage.
Australia's means-tested Service Pension is open to a U.S. veteran of the Second World War, Korea or Vietnam who was in danger from hostile forces in a conflict Australia fought, has lived in Australia continuously for ten years, and is 60 or permanently unable to work. The single maximum is A$1,237.70 a fortnight from September 20, 2026.
Income and assets test. The Service Pension is reduced by income and assets above DVA limits, except for a permanently blind veteran, who gets the maximum rate.
VA payment for treatment of a service-connected disability, and some associated conditions, while the veteran is outside the United States.
Service-connected condition. VA pays for a disability it has decided is service-connected, including a 0% rating, and for some associated conditions. There is no single combined-rating floor beyond that.
