The policy. Policy Manual PMR-1.08, "Veterans' Preference Points" (revised January 1, 2009, adopted by Board Resolution 2009-23 of March 17, 2009), applies to "original entrance selection procedures for all persons who become eligible for certification for Eligible Lists". It covers "Those who have served on active duty for a period of not less than ninety (90) days in the armed forces in time of war or national emergency, or in time of peace in a campaign or expedition for service in which a medal has been authorized by the government of the United States, and who has been discharged or released under honorable conditions, and the widows of such persons", who are "allowed one of the following additional credits": "Disabled Veterans 10 points"; "All other Veterans and Widows of Veterans 5 points".
The disabled tier. "'disabled veteran' means any veteran as defined herein who is currently declared by the United States Veterans Administration to be 20% or more disabled as a result of his or her service." Proof of military service, such as a DD-214, goes to the Personnel Director; proof of disability "shall be deemed conclusive if it is on record" with the VA.
What the FAQ adds. Human Resources' employment FAQ: veterans "discharged or released under honorable conditions may be eligible for veterans' preference points in accordance with County policy. To qualify, applicants must meet the minimum qualifications for the position and submit a copy of their DD-214 with their application." It defines the armed forces by Government Code 18540.
