Webster Parish Assessor: Disabled Veteran Homestead Exemption and Veterans Disability Freeze, Minden
The Webster Parish Assessor (103 South Monroe St., Minden, (318) 377-9311; Cullen satellite office, (318) 539-3301) takes the disabled veteran homestead exemption and the Veterans Disability Freeze for a veteran rated 50% or more. Its page still prints the 2012 limit of $15,000 of assessed value at 100%, while the State entry gives the tiers in force since 2023; ask the office which it applies.
Also called: property tax, assessor, homestead exemption, Extended Homestead Exemption for Qualifying Veterans, Veterans Disability Freeze, special assessment level, freeze, Form A25, 103 South Monroe St., (318) 377-9311, (318) 539-3301, Minden, Springhill, Cotton Valley, Cullen, Sarepta, Sibley, Doyline, Dubberly, Heflin, Shongaloo, Dixie Inn, Webster Parish.
The Assessor's words. The Definitions page, "Extended Homestead Exemption for Qualifying Veterans": "Beginning in the year 2012, property receiving the homestead exemption which is owned and occupied by a veteran with a service-connected disability rating of 100% by the United States Department of Veterans Affairs, may be exempt from ad valorem taxation for up to a maximum of 15,000 assessed value of property. The surviving spouse of a deceased veteran with a service-connected disability rating of 100% shall be eligible for this exemption if the exemption was in effect on the property prior to the death of the veteran and as long as the surviving spouse remains the owner and resides on the property." "Veterans who may qualify should bring to the assessor's office a copy of the declaration page stating their disability from the United States Department of Veterans Affairs."
The conflict. That text describes the rule of 2012. The State entry on the disabled veteran property tax exemption gives the three tiers that took effect for 2023 under Act 172 of 2022: $2,500 more of assessed value at a 50% rating, $4,500 more at 70%, and the whole remaining assessed value at 100% or unemployability, with a surviving spouse's claim not tied to the exemption being in effect before the veteran's death. This entry does not decide between them; a veteran rated 50% or more should apply and ask the Assessor which rule it applies.
The freeze. "Veterans Disability Freeze: Residential property which is owned and occupied by any veteran of the armed forces with a service connected disability rating of 50% or greater, or spouses of members of the armed forces or Louisiana National Guard who are KIA/MIA/POW for a period exceeding ninety (90) days. Applicants must provide proof of status as determined by the United States Department of Veterans Affairs." The freeze holds the assessed value of a homestead at its current level (not the millage), and ends if improvements exceed 25% of the value, the income limit is passed or the property transfers. The Forms page posts the "Special Assessment Level Application (Freeze): Senior Citizens, Disabled, & Disabled Veterans", and homestead can be applied for online.
