Where it applies

Written for the jurisdictions listed here.

Wayne County's procurement ordinance, County Code section 120-64, applies equalization percentage credits when comparing offers, and a certified Veteran Enterprise gets 2%. The credits stack with others the business qualifies for, such as small business or county-based enterprise, up to 10% in all, and the contract goes to the lowest offer after the credits. What counts. Section 120-251 defines a veteran as a person who served in the active military, naval or air service and was discharged or released under conditions other than dishonorable, and a Veteran Enterprise as a business at least 51% owned by a veteran or employing veterans as at least 25% of its workforce, dealing for at least a year in the kind of goods or services being bought. The Division of Human Relations must certify the business before the bid deadline.
