Wayne County's civil service rules add 10 points for a war veteran on an open exam and 5 more for a service-connected disability, but only for service in World War II, Korea or the Vietnam era. The county civil service act gives the points for any wartime service, so a Gulf War or later veteran should claim them.
Also called: civil service, veterans preference, 10 points, county job, exam, 38.413, promotional exam, Civil Service Commission.
Rule 6, section 10 of the Wayne County Civil Service Commission rules gives preference on examinations.
What it gives. On an open competitive exam a war veteran has 10 points added to the final earned rating. On a promotional exam the veteran gets a quarter point for each month of wartime service, up to 10. A disabled war veteran, shown by a VA statement of a service-connected disability or by military disability retirement pay, gets 5 points more on either kind of exam. The candidate must pass without the points.
Other rules. Section 11 lets a person honorably discharged from active duty apply, within 90 days of discharge, for an exam that was announced while the person was serving and whose list is still in use. Rule 11 grants military leave, with reinstatement on application within 90 days of discharge, and lets an employee use sick leave to report to VA for an examination.
The dates are the problem. The rules, last revised by their own cover in 1976, define a war veteran as one with honorable service between December 7, 1941 and July 25, 1947, June 27, 1950 and January 31, 1955, or August 5, 1964 and May 7, 1975. Nobody who served after 1975 can meet that. The county civil service act the rules were adopted under, 1941 PA 370, says in MCL 38.413 that war veterans "shall have 10 points added to their earned ratings" with an honorable discharge "in time of war", and 15 with a service-connected disability, with no list of dates. The Veterans Preference Act, MCL 35.401, separately requires every county to prefer veterans. A veteran of the Gulf War or later conflicts applying for a Wayne County classified job should ask for the points under 38.413 and appeal to the Civil Service Commission if they are refused.
