Sutter County Jobs: Veterans' Preference Points

The policy. The county's Veterans' Preference Policy: "Effective September 1, 2009 and pursuant to Board of Supervisors' Resolution 09-060, preference points will be awarded, per specified criteria, to veterans and their surviving spouses in the recruitment process for new hires in non-Merit Systems Services classifications. For open recruitment processes resulting in a numerical score, Veterans' preference points will be awarded based on the following criteria: Veteran - 5 points ... Disabled Veteran - 10 points: In addition to meeting the Veteran definition above, candidate must have a service connected disability rating of no less than 10%. Surviving Spouse - 5 points: Must be the surviving spouse of a veteran defined above." Who is a veteran. The policy takes Government Code 18973's definition: 30 days' full-time service in wartime or in a campaign or expedition with a medal, or between September 16, 1940 and January 31, 1955, or 181 consecutive days since January 31, 1955, with a discharge "under conditions other than dishonorable"; reserve-only service generally does not count. How. Ask for the points on each application and send proof by the final filing date: the DD-214, and the VA letter giving the rating for the disabled veteran points. A veteran within 90 days of separation may file a statement of the expected honorable discharge and must file the certified DD-214 before the eligible list is certified. "Failure to request Veterans' Preference Points on the application or to submit the required credentials ... by the final filing date for the recruitment will be deemed a waiver." What to watch. The policy covers only new hires in classifications outside the State's Merit System Services, whose posts follow the State's own rules, and only recruitments scored numerically. It asks a surviving spouse for "a DD1300 Form or equivalent"; the DD 1300 is the military's report of a death on duty, so the spouse of a veteran who died after leaving the service should offer the death certificate and the veteran's DD-214 as the equivalent. Human Resources: 530-822-7113; the Personnel Rules, section 26.0, carry the policy.
