Where it applies

Written for the jurisdictions listed here.

The Veterans Service Commission of Summit County is the county's commission under Revised Code chapter 5901; see the Ohio entry on county veterans service commissions. Its office is at 1060 East Waterloo Road, Akron 44306 (330-643-2830), and it gives emergency assistance, rides to VA care, help with VA claims and indigent burial. Only Summit County veterans and their dependents may apply for its assistance. What it pays. Short-term help with rent, mortgage, utilities and food, for a household that cannot meet them because of an unexpected emergency or through no fault of its own. The money is a grant, not a loan. The commission also has a financial assistance and coaching officer and publishes budgeting advice. How to apply. No appointment: come to the office during application hours, first come, first served, with the DD-214, a driver's licence or state ID, marriage licence and children's birth certificates. A service officer completes the application at a face-to-face interview, or at home if a medical condition keeps the applicant away. The checklist (revised October 17, 2024) asks for 30 days of household income and paid expenses counted back from the interview, printed transaction histories for every bank and payment app, any lump-sum settlement in the past five years, current bills, three estimates for a vehicle or home repair, proof of 90 days' county residence, and the property owner statement for renters. The applicant is either helped that day or sent away with a list of what is missing. Eligibility is never decided over the phone. Who qualifies, and where the pages disagree. The veterans page states the statute's test: active duty other than for training with an honorable or general discharge, or the dependent or widow of such a veteran, and three months' residence. The main financial assistance page instead asks for "an honorable discharge or separation" and names only a spouse or widow of an "honorably discharged veteran", and the dependents page also says "honorably discharged". Section 5901.01(B) counts any discharge under honorable conditions, which includes a general discharge, and section 5901.08 covers a spouse, surviving spouse, dependent parent, minor child or ward. The family of a veteran with a general discharge, or a dependent parent, is eligible and should cite those sections. No rating is needed.
