39th Judicial Circuit Veterans Treatment Court (Stone, Barry and Lawrence Counties)

Stone, Barry and Lawrence counties make up the 39th Judicial Circuit, which the Office of State Courts Administrator's veterans treatment court map shades as running a Veterans Treatment Court Program, and the VA's southwest Missouri Veterans Justice Outreach page (updated July 2026) lists Lawrence and Stone among the counties with a veterans treatment court; the circuit publishes no rules or contact of its own, so ask a defence lawyer, the Circuit Clerk, or the VA's justice outreach staff.

What is published. The Office of State Courts Administrator's map of veterans treatment courts, updated January 2024, shades all three counties of the 39th Judicial Circuit - Stone, Barry and Lawrence - as running a "Veterans Treatment Court Program". In its words: "Veterans Treatment Court focuses on addressing the substance use disorders, co-occurring disorders, or mental health disorders of defendants charged with a criminal offense who are military veterans or current military personnel." Missouri treatment courts sit under Revised Statutes 478.001; see the Missouri entry. What is not. Stone County's Circuit Court page, Barry County's Circuit Clerk site (barrycountycourt.com, crawled whole) and nothing else read names the court's judge, coordinator, schedule or eligibility rules; Barry's 2024 financial statement carries a drug court participant incentive fund and no veteran line. A veteran facing charges should ask a defence lawyer to raise it early, or ask the Circuit Clerk at the Stone County Courthouse, Galena, or Barry County Circuit Clerk Craig Williams at the Barry County Judicial Center, Cassville (417-847-2127). What the VA says. The VA Fayetteville (Arkansas) health care system's Veterans Justice Outreach page for southwest Missouri, last updated July 1, 2026, gives the basic qualifications "for Veterans Treatment Courts in Missouri": a felony charge; service in any of the five branches, the National Guard or the Reserves; a history of substance abuse or a mental health issue; residence in a southwest Missouri county approved as providing a veterans treatment court, or a request to transfer the case to one, naming "Jasper, Greene, Lawrence, and Stone counties"; and an application to the court, reviewed by the treatment court team. It names its justice outreach staff: Wendy Clanton, LCSW, Veteran Justice Outreach Specialist ([email protected], 479-443-4301 extension 65209), and Marcy Van De Berg, LCSW, Veteran Justice Outreach Coordinator ([email protected]). The page does not name Barry, which the State's map shades; a Barry County veteran should ask whether the circuit's court will take the case. Lawrence County. Lawrence's own record names no veteran docket: the Commission's minutes of October 2025 to October 26, 2026 carry none, and its 2026 budget's only court treatment line is the general revenue fund's Drug Court pass-through ($50,000 approved for 2026). The Lawrence County Circuit Clerk's site, lcmocircuitclerk.com, refuses automated fetches, so it was not read; the courts sit at Mt. Vernon.
