St. Louis City Assessor: Disabled Prisoner of War Tax Exemption
The St. Louis City Assessor takes the State's exemption for a former prisoner of war with a total service-connected disability - the only veteran property tax exemption Missouri has - on the assessor's application and sworn affidavit of homestead; it applies to real property only, does not extend to surviving spouses, and does not cover 100% disabled veterans who were never POWs.
Also called: property tax, POW, prisoner of war, Article X, Section 6, 137.1000, Assessor, City Hall, 100% disabled.
Missouri's one veteran property tax exemption is Article X, Section 6 of the Constitution: the homestead of a former prisoner of war with a total service-connected disability is exempt. The Missouri entry explains the constitutional rule and its limits. In the City of St. Louis the City Assessor administers it.
Who. The Assessor's page: "If you are a disabled prisoner of war, you can apply for an exemption on your real estate taxes." Qualifications: "be a former prisoner of war, AND a veteran of any branch of the armed forces of the United States or this state who became one hundred percent disabled as a result of his or her military service, AND own and occupy the home in question as your primary residence."
What the Assessor adds. "The exemption applies only to real property - not to personal property. The exemption does not extend to surviving spouses of qualifying former POWs. The exemption does not apply to those who are 100% disabled veterans who have not been POWs." The assessor's application instructions cite the constitutional text: "As of November 2, 2010, Article X, Section 6 of the Missouri Constitution exempts all real property used as a homestead as defined by law of any citizen of this state who is a former prisoner or war [sic], as defined by law, and who has a total service-connected disability."
