Shelby County's civil service merit system adds bonus points to the passing exam score of an honorably discharged veteran who served in wartime or a declared national emergency. The Civil Service Merit Board sets the number, and the county does not publish it.
Also called: veterans preference, hiring preference, civil service, Civil Service Merit Board, county jobs, Code 14-33, Private Acts 1971 chapter 110, bonus points.
Shelby County Government's classified jobs are filled through a civil service merit system created by chapter 110 of the Private Acts of 1971 and run by Human Resources under a five-member Civil Service Merit Board.
The preference. Shelby County Code 14-33(d), carried over from section 14 of the 1971 act, gives an applicant for original appointment who reaches at least a minimum passing score, "who shall have received an honorable discharge from any branch of the armed forces of the United States and who served in time of war or national emergency as declared by the President", a bonus of additional points "the number of which to be determined by the board", added to the competitive examination score.
Three limits follow from the text. It applies to original appointment, not promotion. It asks for an honorable discharge, so a general discharge under honorable conditions does not meet its words. And it needs wartime or presidentially declared emergency service; the county code defines neither, so ask Human Resources which periods it counts. The county's job postings and its fiscal 2027 personnel policy, read on 2026-10-02, publish no point figure and no disabled veteran increment, so the number has to be asked for.
The state's employment preference in 8-30-307 covers state jobs, not county ones; see the Tennessee entry on veterans preference in state employment. Human Resources is at 160 N. Main Street, 7th floor, Memphis; most county jobs require Shelby County residence, with exceptions for some public safety posts.
