San Diego County Civil Service Preferential Credits
Five percent added to a passing score on an open county examination for a wartime veteran within eight years of separation on first county employment, five percent more for a service-connected disability on every open examination, and five percent for the spouse of a veteran who died in service or cannot work because of a service-connected disability.
Also called: county job, veterans preference, preferential credit, civil service, Rule 3.1.13, eight years, 5 points, spouse.
San Diego County's Civil Service Rules give three credits, each five percent of the maximum rating, added only to a passing score on an open recruitment, never on a promotional one. Eligibility must be settled before the eligible list is adopted (Rule 3.1.16).
Military service, Rule 3.1.13. For a person who served during a war, as section 205 of the Revenue and Taxation Code defines war, in the military or naval service including uniformed auxiliaries authorized by Congress, and was separated, placed on inactive duty or retired under honorable conditions without a full pension. The Director grants it only once, on first employment with the county or reemployment after leaving the service, and the County Charter limits it to the eight years after separation.
Military disability, Rule 3.1.15. For a person separated, placed on inactive duty or retired under honorable conditions with a service-connected disability recognized under federal law. It is in addition to the military service credit and applies to every open examination taken and passed. The rule names no percentage and no war service.
Spouse, Rule 3.1.14. For the spouse of a veteran who died in the service, or of a former member who cannot engage in a gainful occupation because of a service-connected disability, on every open examination passed.
The Human Resources policy page is narrower than the rules in two places. It says the disability credit needs service "during a time of war or national emergency", which Rule 3.1.15 does not require, and it ties the spouse credit to the veteran meeting the war-service and eight-year criteria of the first credit, which Rule 3.1.14 does not. A veteran with a peacetime service-connected disability, or a spouse whose veteran left the service more than eight years ago, should cite the rule. The page also asks for a DD-214 showing fields 1 to 29, the VA disability letter for the disability credit, and a marriage licence, and a death certificate where it applies, for the spouse credit.
The rules served on the Civil Service Commission's site were last amended for these sections on June 26, 2012.
