Rock County (Nebraska) Veterans Aid Fund, through the Brown County office

Rock County’s section 80-102 Veterans Aid Fund has grown only on interest to $24,976.97 (July 2025), paying nothing in two years, and budgets all of it for 2025-2026; Rock County veterans apply through Brown County’s officer in Ainsworth, and the county’s page still asks for wartime service and an honorable discharge, tests the 2024 amendment removed.

Also called: Veterans' Aid Fund, county veterans aid, CVA, fund 1900, 80-102, emergency aid, wartime era, Jake Graff, Brown County, Ainsworth, Bassett, Newport.

For: Veteran or service member, spouse, child, survivor.

Where it applies

Written for the jurisdictions listed here.

The officer. Rock County's Veterans Services page lists Brown County's Veterans Service Officer, Jake Graff, at 148 W 4th Street, Suite 3, Ainsworth, (402) 387-0233 (see the Brown County office entry, which also serves Rock County). Its County Benefits page lists county veterans aid, a bronze grave flag holder, registration of DD-214s, homestead help, grave registration with a Presidential Memorial Certificate, and benefits counselling; the County Clerk records a DD 214 brought to the office. What the page says. Rock County's County Benefits page calls the CVA fund "a temporary emergency fund to assist veterans, their spouses, and dependents when there is an unforeseen emergency and there are no other resources available", for food, shelter, clothing, funeral, medical, dental and surgical items, applied for through the County Service Office, where the veteran "must demonstrate an 'inability'" to pay. The test it prints is out of date. The page limits the fund to veterans who "received an Honorable Discharge, and served during one of the defined 'wartime eras'". LB1300 (Laws 2024, section 45) struck the wartime-service test from section 80-102, which now reaches a veteran discharged honorable or general (under honorable conditions), or who died in service, who has lived a year in Nebraska and six months in the county, and a spouse, surviving spouse or minor child in need. A peacetime veteran, or one with a general discharge, should apply anyway. What the fund holds and pays. Rock County's filed 2025-2026 budget's Veterans Aid Fund (1900) held $23,619.65 on July 1, 2023, $24,221.24 on July 1, 2024 and $24,976.97 on July 1, 2025, its only receipts interest ($601.59 and $755.73), and paid nothing in either year; the county levies nothing for it. The 2025-2026 budget offers the whole $25,476.97 it expects to hold as miscellaneous aid, and no claim on the fund appears in the Board's claims lists of January 2025 to October 2026. How to apply. Through the Brown County office, (402) 387-0233. See the Nebraska entry on the county fund for the committee's discretion and the State's own aid fund.
