Where it applies

Written for the jurisdictions listed here.

Riverside County Board of Supervisors Policy C-3, adopted May 22, 2018, gives veterans and qualifying spouses an interview, not points, in every competitive county hiring process and for internships. An applicant claiming it gets the interview if they meet the minimum qualifications and any special qualifications, pass any required examination, and show they have the skills the position needs. County Code section 3.04.050 leaves the preference to a programme the Board adopts by resolution and the Human Resources director administers. Who qualifies. Veterans: at least 90 days of service during a wartime period, with an honorable or general discharge, shown by a DD-214 or NGB-22. Disabled veterans: an official VA letter showing a service-connected disability of at least 10%. Spouses: the spouse of a veteran rated 100% disabled, and the surviving spouse of a veteran who died of service-connected causes, with the member-4 DD-214 or NGB-22 and a VA letter that "must state that the spouse is eligible for the preference". National Guard and reservists: the same preference as active duty, including the disability and spousal routes. Proof must arrive by the posting deadline; ticking "yes" on the application without it does not count. Two cautions. The policy limits the service route to wartime service, so a peacetime veteran without a 10% disability is outside it. And VA award letters do not usually say a spouse is "eligible for the preference"; a spouse should ask Human Resources what letter it will accept before the deadline.
