Palm Beach County Veterans Preference in County Jobs
Palm Beach County takes Florida's veterans preference on the State's certification form, due with the application by the closing date. Its Merit System Rules give preference in layoffs only to veterans discharged from active duty in time of war, where section 295.07 extends retention preference to every listed group, and the form cites the exempt positions to subsection (4), now (5).
Also called: veterans preference, county jobs, Merit System Rules, 295.07, 295.09, VP-1, VP2, layoff, retention, Human Resources.
Florida's chapter 295 requires preference in public employment; see the Florida entry. Palm Beach County's Board of County Commissioners applies it under its Merit System Rules (revised April 2023).
Claiming it. Check the category on the Veterans' Preference Certification, the Department of Veterans' Affairs' form VP-1, and return it to Human Resources with proof of status by the closing date of the advertisement; a current reserve or Guard member also attaches form VP2 signed by the immediate military supervisor. Rule 3.7 grants preference on entrance examinations, and in reinstatement, re-employment and retention, to anyone who passes and proves eligibility, ranked on the augmented score. Questions: Human Resources, 561-616-6888.
Layoffs. Merit Rule 8.2(C) says "Preference for retention will be given to Veterans who submit proof of discharge from active duty in time of war." Section 295.07(1) requires preference in retention, as in appointment, for every group it lists, including disabled veterans, veterans of peacetime service, current reserve and Guard members and the listed spouses and survivors, not only wartime veterans. An employee facing layoff in one of those groups should claim it under the statute.
Citation slip. The form says preference applies to those "not exempt under Section 295.07(4)"; since 2021 the exempt positions are in subsection (5).
