The 2008 law. Local Law No. 4 of 2008, "A Local Law Enacting a Real Property Tax Exemption for Cold War Veterans", filed with the Secretary of State on October 27, 2008: "As is authorized by Real Property Tax Law Section 458-b, the County of Orleans does hereby provide that qualifying residential real property shall be exempt from taxation to the extent of ten percent of the assessed value of such property; provided however that such exemption shall not exceed four thousand dollars or the product of four thousand dollars multiplied by the latest state equalization rate of the assessing unit, or, in the case of a special assessing unit, the latest class ratio, whichever is less." And "where the Cold War veteran received a compensation rating from the United States Veterans Affairs or from the United States Department of Defense because of a service connected disability, qualifying residential real property shall be exempt from taxation to the extent of the product of the assessed value of such property, multiplied by fifty percent of the Cold War veteran disability rating; provided, however, that such exemption shall not exceed twenty thousand dollars", or that amount times the equalization rate. The 2017 law. Local Law No. 6 of 2017, passed December 20, 2017: the exemption "shall continue to apply to qualifying owners of qualifying real property for so long as they remain qualifying owners, without regard to the ten-year limitation", on assessment rolls with taxable status dates on or after March 1, 2018. What it covers. These are the county's own amounts for county taxes; towns, villages and school districts set their own under 458-b. Who is a Cold War veteran, the filing (form RP-458-b with the town assessor by the taxable status date) and the interplay with the alternative veterans exemption are the State's; see the New York entries. What is pending. The Legislature's committees discussed the new full exemption for a 100% permanent and total disabled veteran in June and August 2026 ("Veterans Exemption - 100% P&T"; "New Disabled Veterans Exemption - Discuss changes to the exemption", Real Property Tax Services Director Coleen Pahura), and in October 2026 the item "New Veterans Exemption - Discuss the impact on the County if exemption is adopted" was "tabled for further discussion". No local law adopting it had passed by the October 27, 2026 meeting. Where. Orleans County Real Property Tax Services, Coleen A. Pahura, Director, 3 South Main St., Albion, NY 14411, (585) 589-5400; the application goes to the town assessor.
