Oklahoma DD-214 Confidentiality and Free Certified Records for Veterans

A DD-214 recorded with a county clerk is confidential and, from November 1, 2026, a grandchild may see it as well as the veteran, spouse or child. County clerks record discharges and certify copies free, and courts and the state registrar give free certified records needed for a VA claim.

Also called: 19 O.S. 270, Senate Bill 2026, DD-214, county clerk, grandchild, 72 O.S. 22, 72 O.S. 23, certified copy, death certificate, marriage certificate.

For: Veteran or service member, spouse, child, survivor.

Where it applies

Written for the jurisdictions listed here.

Recording your DD-214. Oklahoma veterans can record discharge papers with the county clerk. Title 72, section 22 requires the clerk to record them "without charge" and to "furnish certified copies of said discharges without charge", and makes charging a misdemeanor. Who can see it. Title 19, section 270 requires the clerk to keep every DD-214 separate from public records and to let only the veteran, the veteran's spouse or child, a court-appointed guardian or attorney in fact, the executor, a VA representative, a funeral director with a signed contract, or someone with a court order see or copy it. The names of veterans who have recorded one are public. Senate Bill 2026, signed May 6, 2026 as chapter 211 and effective November 1, 2026, adds grandchildren and broadens the section to all "military discharge papers", not only the DD-214. Every viewer's name and address is logged. Free records for claims. Title 72, section 23 requires court clerks, district judges and the state registrar of vital statistics to furnish "without charge or fee therefor" certified copies of divorce decrees, marriage licences and certificates, birth and death certificates, and guardianship and estate papers that VA requires to establish a claim, when a service member, a wartime veteran, their dependents or someone acting for them asks. The section dates from 1927 and speaks of the "United States Veterans' Bureau"; ask for the copy citing it and explain the claim it supports.
