State nursing care at Sandusky and Georgetown for an honorably discharged Ohio veteran who served in wartime, or holds a listed expeditionary medal, and who cannot earn a living because of disability. Sandusky also has a domiciliary.
The Ohio Department of Veterans Services runs two veterans homes. Sandusky, at 3416 Columbus Avenue, Sandusky, OH 44870, has a nursing home and a domiciliary. Georgetown, at 2003 Veterans Boulevard, Georgetown, OH 45121, has a nursing home. An applicant can ask either home, or ask for the first open bed at either. There is no charge to apply, and a paid application service does not move an applicant ahead.
The admission rules on the department's application are: Ohio citizenship for one year or more at the time of application; the most recent discharge honorable or under honorable conditions; active duty, other than for training, during a period of war or a declared armed conflict, or award of the Armed Forces Expeditionary Medal or the Vietnam Service Medal; and a disability from disease, wounds, or another cause that leaves the veteran unable to earn a living. The medical director can deny admission when the home cannot meet the veteran's needs. A conviction that shows a substantial risk of harm to residents, families, visitors, volunteers, or staff also bars admission.
Revised Code section 5907.04 is the statute, and it has two routes the application leaves out. A member of the Ohio National Guard or naval militia who lost an arm, a leg or sight, or became permanently disabled from any cause in the line of duty, and cannot support himself, may be admitted with no wartime service. So may a discharged member of the Polish or Czechoslovak armed forces who fought an enemy of the United States in World War II and has been a United States citizen for ten years. A Guard member refused on the wartime test should ask for review under that section.
What a resident pays is an assessment from verified income. The department's calculator is an estimate, and it assumes the home receives the VA per diem. If the veteran is not eligible for that per diem, the cost can be higher. A rating percentage is not the admission test. The disability test is inability to earn a living.

Wartime service and inability to earn a living
Admission requires a year of Ohio citizenship, an honorable discharge, wartime active duty or a listed expeditionary medal, and a disability that leaves the veteran unable to earn a living. A VA rating percentage is not the test.
