Ohio Disabled Veteran License Plates and Driver License
No registration fee, service fee, or local motor vehicle tax on the first vehicle for a veteran rated or compensated at 100% service-connected, or awarded a VA vehicle allowance. A 100% disabled veteran also pays no fee for an Ohio driver license.
The Bureau of Motor Vehicles issues Veteran with Disabilities plates to a prior service member whose service-connected disability is rated or compensated at 100% by VA, or who was awarded a VA monetary allowance toward a vehicle because of service-connected disabilities. The qualifying veteran has to be an owner on the title.
On that first registration the veteran does not pay the registration fee, the service fee, a local motor vehicle tax, or the fee in Revised Code section 4503.19. Additional vehicles titled in the veteran's name are charged the ordinary fees. The plates are red, white, and blue, say "veteran," and carry the wheelchair symbol, so they may be used in accessible parking spaces. They cannot be personalized. The number of these plates is limited.
A veteran who qualifies may instead take one or two military license plates of a type they already qualify for, in place of the disability plate. The BMV says those military plates still expire and have to be renewed. Bring form BMV 4507 and a VA letter dated within the past year that states the 100% rating or compensation, or the vehicle allowance.
The Department of Veterans Services says a 100% service-connected disabled veteran is also eligible for a free Ohio driver license. The statute is Revised Code section 4507.23(I), which lets a disabled veteran "who has a service-connected disability either rated or compensated at one hundred per cent" apply for a licence without paying the fees in that section; House Bill 184 of the 136th General Assembly rewrote the section from March 20, 2026 and kept the waiver. The BMV fee chart marks a 100% documented disabled veteran free of charge on the driver-license lines it footnotes that way. The Armed Forces stamp on a license, from a DD-214 at renewal, is a separate marking and is not this fee waiver.
Former prisoner of war plates and Medal of Honor plates are different products. They are not this 100% registration waiver.

Rated or compensated at 100%
The fee waiver is for a service-connected disability rated at 100% or compensated at 100%. A VA allowance toward the purchase of a vehicle is a separate path the rating filter does not test. Extra vehicles are charged ordinary fees.
