New Hampshire National Guard Enlistment and Reenlistment Incentive

Up to $1,000 to a Guard member or former member for each recruit they bring in, and up to $6,000 to a member who reenlists or reclassifies into a critical vacancy and is not eligible for a federal bonus. Paid from a continually appropriated nonlapsing fund the adjutant general controls.

Also called: 110-B:60, 110-B:61, 110-B:62, $1,000, $6,000, referral, reenlistment bonus, critical unfilled vacancy, E-1 to O-3, nonlapsing.

For: Veteran or service member.

Where it applies

Written for the jurisdictions listed here.

RSA 110-B:60 runs two cash incentives out of one section, and the second is the larger. The referral incentive: the programme "authorizes a cash incentive up to $1000 to current members of the New Hampshire national guard in the pay grades of E-1 to O-3 or any former member of the New Hampshire national guard for each new or prior service recruit that they bring into the New Hampshire national guard." Two details there. The grade ceiling of O-3 applies to current members, so a major or above cannot collect. And a former member can collect with no grade limit written in, which means a separated veteran who refers a recruit is inside the section. That is unusual and is the reason this entry sits in a veterans catalog rather than only in a Guard one. The reenlistment incentive: "a cash incentive up to $6,000 to current members of the New Hampshire national guard who are not eligible for a federal reenlistment bonus and who reenlist for service in the New Hampshire national guard, or who reclassify into a critical, unfilled vacancy." The gate is federal ineligibility. This is a gap-filler: it pays the member whom the federal bonus system does not reach, either because their military occupational specialty is not bonus-eligible or because they have exhausted federal bonus entitlement. A member offered a federal bonus cannot take this instead. Reclassifying into a critical unfilled vacancy is an independent route that does not require a reenlistment. Both figures are ceilings. "Up to" in each limb, with the actual amounts set by the adjutant general's written policies under RSA 110-B:62, which directs the adjutant general to establish the administration procedures and their execution by the Army and Air Guard recruiting offices in coordination with the department of military affairs and veterans services. So the published amount in any given year is administrative and can move without legislation, and the statute is the ceiling rather than the entitlement. The funding structure in RSA 110-B:61 is better than most state veteran funds in this catalog. A dedicated fund receives appropriations, "moneys in the fund and any interest earned on the fund shall be used for the purpose of encouraging enlistment and reenlistment in the national guard and shall not be used for any other purpose", the adjutant general oversees expenditures, and the moneys "shall be continually appropriated and nonlapsing". Continual appropriation means the money does not have to be re-appropriated each biennium, and nonlapsing means an unspent balance carries forward rather than reverting. Paragraph II contemplates an annual appropriation as the general court determines, awarded under the adjutant general's written policies. The figures have moved repeatedly and recently, which is a reason to check the current policy rather than a secondary source: the section was amended in 2013, 2019, twice in 2021, in 2023, in 2024 by chapter 337, and most recently by 2025 chapter 107, section 8, effective August 22, 2025. RSA 110-B:63, which used to sit in this subdivision, was repealed in 2021 and the subdivision heading still reads "National Guard Enlistment Incentive Program".

A current Guard member in grades E-1 to O-3, or any former member, for a referralRSA 110-B:60. The grade ceiling applies to current members. A former member of the New Hampshire national guard may collect the referral incentive with no grade limit stated.
For the reenlistment incentive, ineligibility for a federal reenlistment bonusRSA 110-B:60 conditions the up to $6,000 incentive on the member not being eligible for a federal reenlistment bonus, and on reenlisting or reclassifying into a critical, unfilled vacancy.
Both figures are statutory ceilings set in practice by the adjutant generalRSA 110-B:60 uses "up to" for each incentive and RSA 110-B:62 directs the adjutant general to establish the administration procedures. RSA 110-B:61, II contemplates awards under the adjutant general’s written policies, so the published amount can change without legislation.
