The office. Veteran Affairs, 315 Iowa Ave., Suite 1, Muscatine, IA 52761; 563-262-4162, fax 563-272-0959; [email protected]; Monday to Friday 8:00 a.m. to 4:30 p.m., "Appointments or calling ahead to check availability strongly encouraged." The page names E. Sanders, Veteran Affairs Director (Eric Sanders in the Board's minutes), and an administrative assistant shared with Community Services. "All services are provided at no cost by a nationally trained and federally VA-accredited Veteran Service Officer."
What it does, from the page. Filing VA claims for compensation, pension and other benefits; explaining eligibility; VA health care enrolment; VA home loans; VA life insurance (S-DVI and VGLI); pension for low-income veterans, spouses and survivors; survivor benefits and DIC; death benefits and burial, headstones and markers; employment and vocational rehabilitation; education benefits; federal park passes for veterans, disabled veterans and Gold Star families; Iowa military and specialty plates; the veteran designation on the Iowa driver's licence; the Iowa $5,000 home purchasing grant; "Iowa Property Tax Reductions or Exemptions" (the Assessor's lines are in their own entry); lifetime hunting and fishing licences for eligible disabled veterans; and "Helping veterans apply for emergency financial assistance from the Iowa Veterans Trust Fund."
The commission. "The Muscatine County Commmission of Veteran Affairs meets on the third Wednesday of each month at 4:30pm in the Duncan Room at 315 Iowa Ave, Muscatine, IA." Its five commissioners serve three-year terms, with a supervisor as ex officio member; in June 2026 the Board filled a vacancy and reappointed two commissioners to June 30, 2029. Every Iowa county keeps such a commission and office under Iowa Code chapter 35B (the Iowa entries). The commission's own minutes and its county relief rules are not posted; ask the office.
Its year. The director asked the Board to oppose Senate Study Bill 3079, saying county veteran service officers "are locally governed and locally funded with the State providing limited support of roughly $10,000 per year" and that the bill "will reduce local control and reduce County funding" (the Board sent the letter, March 2, 2026); he presented to the Iowa State Bar Association on advocating for veterans' benefits (April 2026), and "has determined how to collect federal repayment on veteran cremations which will lessen the cost to the county" (April 20, 2026).
