The Personnel Policy Handbook (adopted 2020, amended by Ordinance 2025-13 in October 2025, revised January 1, 2026), section 4.4, Military Leave. Annual training: "Employees with appropriate military orders will be granted paid leave for annual training for Reserve or National Guard for a period of up to fifteen (15) days per year; and are entitled to civilian (Morgan County) and military pay up to fifteen (15) days per year." The leave is not charged against accrued benefit time, seniority and health insurance continue, and the employee returns at the first scheduled shift after training. It covers full-time employees, on advance written notice and a copy of the orders. Active duty and enlistment (4.4.2). Unpaid, with USERRA reinstatement, seniority and benefits; accrued PTO may be used; health cover may be continued at the employee's cost for up to 24 months. The handbook asks for a reinstatement request "within thirty (30) days after release from active duty, or one (1) year after release from hospitalization"; USERRA itself allows 90 days after service of more than 180 days (38 U.S.C. 4312(e)), and the federal deadline governs where it is longer. Family members (4.4.3). A parent, spouse, grandparent or sibling of someone ordered to active duty for more than 89 days may take up to 10 working days a year of unpaid Indiana military family leave after 12 months and 1,500 hours of county work, with 30 days' notice where possible; the handbook also restates FMLA military family and caregiver leave.
