Where it applies

Written for the jurisdictions listed here.

Montgomery County's Personnel Regulations give veterans two kinds of preference for a first appointment to a county merit position filled in a normal competitive process. Priority consideration, Personnel Regulations section 6-11. Among applicants the Office of Human Resources rates and places in the highest rating category, it considers a veteran with a disability first, and then a veteran without a disability and a person with a disability equally. A veteran with a disability is one rated by VA with a compensable service-connected disability of 30% or more. Either kind of veteran must have been honorably discharged from a branch of the armed services and must not have used the veteran's preference before to get a county job. The preference only orders the top category; it does not move an applicant into it. Preference points for uniformed public safety jobs, section 6-12. For police officer, firefighter and rescuer, and correctional officer, points are added to a passing examination score or interview total: 10 points, or 10%, for a veteran rated 30% or more, and 5 points, or 5%, for other veterans. Here a veteran must have served at least 180 days of active duty other than for training and been honorably discharged or released, and must not have received a normal military retirement. A military retiree therefore gets no points under section 6-12. The points cannot be used to meet minimum qualifications or reach a passing score, and they are used up once they win an appointment. Claim either preference in the Hiring Preference questions of the online application and send the documents with it. The DD-214 is checked before appointment. These are the county's own merit system rules. The state's 10-point selection test credit does not apply to county jobs.
