Where it applies

Written for the jurisdictions listed here.

The 13th Judicial Circuit runs the Mobile County Veterans Treatment Court, one of its accountability courts, at Mobile Government Plaza, 205 Government Street (courtroom 6400). Circuit Judge Michael P. Windom presides; the coordinator is Courtney Walley (251-574-8477). Who. Anyone 18 or older who is serving or has served in the armed forces "in some capacity", with criminal charges pending that may relate to service and an underlying substance use or mental health problem. The court publishes no discharge test. The District Attorney and the team review the criminal history; if approved, the applicant has a substance use and mental health evaluation and, if it fits, enters a plea, which can be withdrawn within ten days. How it works. Five phases over about 14 months, with court every other Friday at 1:30 p.m. in the first two phases and monthly after, random drug testing through the Metro Mobile Court Referral Office, treatment through State agencies or VA, support group meetings (four a week in phase 1), employment or education after phase 1, and a GED before graduation for anyone without a diploma. The team includes a VA Veterans Justice Outreach specialist, the Vet Center and veteran mentors. Graduation keeps the participant out of jail and resolves the charges under the plea or deferred prosecution agreement; termination brings the original sentence. What it costs. All court costs in the first year, $45 a month for drug testing, confirmation testing of positives, and any treatment provider's fees. Fees can be reduced or waived on a hardship affidavit, but everything owed must be paid to graduate. Applying. The application and handbook are on the Mobile Accountability Courts site. Its security certificate expired on September 26, 2026, so a browser warns before opening it; call the coordinator if it will not load.
