Where it applies

Written for the jurisdictions listed here.

Minnesota Statutes section 127A.135, enacted by Laws 2026, chapter 125, article 2, section 1, requires a school district or charter school to issue a high school diploma, on request, to a veteran as defined in section 197.447 who was unable to complete their high school education and who served during one of two periods. The periods are the Korean Conflict from June 27, 1950 to January 31, 1955, and the Vietnam War, either in country from November 1, 1955 to May 7, 1975 or outside the country from August 5, 1964 to May 7, 1975. Two features distinguish this from the honorary diploma programmes other states run. The reason for not finishing does not have to be the service. The statute says "for reasons related or unrelated to their military service". A veteran who had already dropped out before enlisting is inside the section. And the duty is mandatory. The district or charter school "must" issue the diploma on request. It is not a discretionary honour conferred by a school board. The diploma is awarded on the basis of the veteran's knowledge and experience gained while in service, or the veteran's other relevant lived experience. The school district or charter school may require evidence that the veteran was a Minnesota public school student or is a current Minnesota resident, which is the only gate on the geography of the claim. A veteran may request the diploma personally, and a family member may make a posthumous request on behalf of a deceased veteran or service member. Districts and charter schools are not required to report on diplomas issued. The Minnesota Department of Veterans Affairs and county veterans service officers may assist districts with these requests, including verifying discharge paperwork, which is the practical route for a family that no longer holds the DD214.

Expands benefits Requires school districts to issue a high school diploma on request to Korean and Vietnam War veterans.

Enacted Minn. Stat. 127A.135, requiring a school district or charter school to issue a high school diploma on request to a veteran under 197.447 who was unable to complete their high school education, for reasons related or unrelated to their military service, and who served during the Korean Conflict from June 27, 1950 to January 31, 1955 or during the Vietnam War, in country from November 1, 1955 to May 7, 1975 or outside the country from August 5, 1964 to May 7, 1975. The award rests on knowledge and experience gained in service or other relevant lived experience, a family member may make a posthumous request, and MDVA and county veterans service officers may help districts verify discharge paperwork. The district may require evidence that the veteran was a Minnesota public school student or is a current Minnesota resident. Tracked because the duty is mandatory rather than an honorary award at a school board’s discretion, and because the eligible cohort is old enough that the posthumous route is the one most families will need.
