Miami-Dade County Preference for Local Veteran Businesses
A local Miami-Dade business certified by the State as a veteran business enterprise gets a 5% bid preference on county contracts and 5% more of the technical points on proposals, unless it takes small business preferences instead.
Also called: vendor preference, procurement, veteran business enterprise, 295.187, 2-8.5.1, bid preference, local business.
Section 2-8.5.1 of the Code of Miami-Dade County (2009, last amended 2024) gives a preference to a "Local Certified Veteran Business Enterprise": a local business under the county's local preference rules that the State's Department of Management Services has certified, before the bid, as a veteran business enterprise under section 295.187, meaning a business at least 51% owned and run by wartime or service-disabled veterans.
The preference. On a bid, a 5% preference in evaluating the price; the contract price stays the bid, or the best and final offer. On a request for proposals, qualifications or information scored by weights, 5% more of the points scored on the technical portion. A firm that is also a small business enterprise in a procurement with small business measures takes only the small business preferences.
Applying. Submit, with the bid or proposal, a written affirmation of compliance with section 295.187 and a copy of the State certification. The procuring department checks it before recommending an award. The county may extend the preference by agreement to certified veteran businesses local to Broward, Palm Beach or Monroe Counties if they reciprocate.
