The ordinance. County Code section 3.16.120(H) has the Civil Service Commission's rules provide "An extra credit of five percent (5%) of the total credits earned in any competitive open examination to all persons who shall have earned the minimum qualifying score and who shall have submitted proof of service in the United States Military Forces and honorable discharge or certificate of honorable act of service therefrom, and an additional five percent (5%) credit shall also be allowed on open examination to honorably discharged veterans with service disabilities". The rules. The Civil Service Rules as revised and adopted March 18, 2026, Rule IV section 4: "Each candidate who is successful in an open examination and who has submitted with the application a report of separation under honorable conditions or similar document showing honorable service in one of the armed forces of the United States of America shall receive an extra credit of 5% of the earned credits for Veterans Preference," and "an additional 5% of earned credits shall be given to any veteran who provides documentation of service-connected disability rating by the State Department of Veterans Affairs." Rule VI adds the 5 percent, and the further 5 percent for disability, to the combined passing score when the open list is ranked. What to know. The credit is for open examinations, not promotional ones, and only after the minimum score is reached. The rules ask for the rating from "the State Department of Veterans Affairs", but service-connected ratings come from the U.S. Department of Veterans Affairs; submit the VA rating letter. Attach the DD-214 to the application, since the rules tie the credit to a document "submitted with the application".
