Matanuska-Susitna Borough: Veterans’ Preference in Borough Employment
The Borough adds five points to a veteran’s passing merit-exam grade and ten to a disabled veteran’s (rated at least 10 percent by the VA), and prefers the veteran when qualifications are equal. Only service in the world wars, Korea or the Vietnam era (to November 7, 1975) counts.
Also called: hiring preference, veterans preference, five points, ten points, MSB 2.52.160, personnel, Mat-Su, Palmer.
MSB 2.52.160(A) grants preference rights to a veteran who has the qualifications for the job classification applied for under the Borough's personnel chapter.
Who counts. A veteran here is a person with 90 days or more of active service in the armed forces who was honorably discharged after serving in one of four periods: April 16, 1917 to December 1, 1919; September 16, 1940 to December 31, 1947; June 27, 1950 to January 31, 1955; or August 4, 1964 to November 7, 1975. A disabled veteran is one the VA rates at least 10 percent service-connected. Service between February 1955 and August 3, 1964, and all service after November 7, 1975 - the Gulf War and every later era - does not count, so most veterans of working age today get nothing from this section. (The code prints April 16, 1917; the United States entered the First World War on April 6.)
What it gives. In the merit-system examination for entry into the classified service, five points are added to a veteran's passing grade and ten to a disabled veteran's. If all job qualifications are equal, the veteran is preferred over the non-veteran and kept on the job. When a classified position is eliminated, the employee is released under rules that give "due consideration to all factors", without a stated veterans' rule.
Applying. Claim the preference when applying for a Borough job, with a DD-214 showing the service dates and character of discharge, and a VA rating letter for the ten points. The section dates from 1973 and was last amended in 2005 (Ord. 05-021).

Veterans of the listed service periods; ten points at a 10 percent VA rating
The preference turns on 90 days of service in one of four periods between 1917 and 1975 and an honorable discharge; the ten-point step needs a 10 percent rating, which the rating filter does not test, so it never hides this benefit.
