Madison County (New York) Human Resources: Veterans' Credits on Civil Service Examinations

Madison County's Department of Human Resources, 138 North Court Street, Wampsville (315-366-2341), adds the State's veterans' credits to passing scores on county and local civil service exams: 5 points (2.5 on promotion) for a veteran and 10 (5) for a veteran rated 10% or more. Apply on its form before the eligible list is set; the form still asks for a wartime disability, which the law no longer does.

Where it applies

Written for the jurisdictions listed here.

The credits are the State's, under Civil Service Law 85; see the New York entry. Madison County's Department of Human Resources gives civil service exams and posts a Veterans Credits Application (2026), the Disability Record Authorization (MSD-390) and the State's 2014 notice that a veteran who used non-disabled credits and is later rated disabled may claim the difference up to 10. What the county's form says. "Not valid unless accompanied by discharge document." Credits are "Disabled Veteran 10 / 5" and "Non-Disabled Veteran 5 / 2.5" on open-competitive and promotion exams, and "Veterans' Credit cannot be granted after the eligible list has been established." A disabled veteran sends the MSD-390, in duplicate, to the VA regional office (Buffalo serves Madison County) to have the rating verified. A service member on active duty may claim conditional credits. Where the form is out of date. Its instructions say disabled credit needs "a war-incurred disability while serving active duty ... during any of the following periods" and that VA must certify the veteran "disabled in the actual performance of duty in any war". Section 85 as it now reads asks only that the veteran was honorably discharged or released under honorable circumstances (or holds a qualifying-condition or discharged LGBT veteran upgrade) and is certified by VA as entitled to disability payments for a disability incurred in service and rated 10 percent or more; it names no war period. A veteran whose disability dates from peacetime service should claim disabled credit and cite the statute. Where. Department of Human Resources, 138 North Court Street, P.O. Box 636, Wampsville, NY 13163; 315-366-2341, fax 315-366-2725; Director Ryan D. Aylward. Exams are listed on the county's civil service portal.
