Where it applies

Written for the jurisdictions listed here.

The Board of County Commissioners created this program on July 11, 2024 (Resolution 123-333), paid from savings in the Veterans Service Commission's budget (fund 0001-0001-5939), to help with needs outside the commission's own assistance. It is the county's own tuition grant, separate from federal and state education benefits. Who qualifies. A veteran under Revised Code 5901.01(B), including a merchant mariner with an honourable separation; a spouse who lives with the veteran; the veteran's children aged 25 and younger; and a surviving spouse. The veteran must have lived in Licking County at least 90 days, proved by residency documents. Service is verified by an accredited veteran service officer from an original or certified DD-214 or DD-215. What it pays, per quarter of application: tuition up to $5,000; books, supplies and necessary training materials up to $1,500; necessary technology up to $2,000 a year; and an on-campus meal plan up to $1,000. Everything is paid directly to the institution and applied to the student account; nothing goes to the applicant. Only needs that no other grant, scholarship or education benefit covers are funded, and the school must supply a breakdown of all other aid. Satisfactory academic progress, as the school judges it, keeps eligibility. Postgraduate study is excluded. How to apply. Through the Licking County Veterans Service Commission with a staff member of the school. The commission reviews complete applications at its monthly meeting and sends a written recommendation for each applicant to the Board of County Commissioners, which makes the final decision on eligibility and amount. Applications may be made once a quarter unless circumstances are urgent. Awards in 2026 ran from about $370 to $5,000, mostly at Central Ohio Technical College and the Ohio State University at Newark.
