Where it applies

Written for the jurisdictions listed here.

Louisiana runs two Guard education programs that are designed to be used together, and a member who takes only one is leaving money on the table. The State Tuition Exemption Program, STEP, under R.S. 29:36.1, exempts a drilling Louisiana National Guard member in good standing from all tuition charges at a Louisiana public institution. It is valid for five academic years or until a bachelor's degree is earned, whichever comes first, with extensions available if the member is mobilized. The Louisiana Patriot Scholarship pays all mandatory fees toward an undergraduate degree at a Louisiana public institution, for four academic years, counted as 12 semesters or 16 quarters, for drilling members in good standing. The split matters because tuition and mandatory fees are separately billed and, at Louisiana public institutions, mandatory fees are a large share of the total. STEP handles the tuition line; Patriot handles the fees line. Applying for one and not the other leaves a real bill. The common conditions are membership conditions rather than academic ones: a drilling member of the Louisiana National Guard, in good standing, a Louisiana resident, maintaining academic standing. "Good standing" is the condition that ends awards mid-term, so a member facing an administrative flag should raise it with the education office before the semester rather than after. The five-year and four-year limits run on academic years rather than calendar years, and the STEP limit also terminates on award of a bachelor's degree. A member planning a graduate degree should confirm what remains before enrolling. Mobilization extends STEP. If you are mobilized mid-program, contact the education office to preserve the remaining eligibility rather than assuming the clock stopped. Contact Louisiana National Guard Education Services at (504) 278-8356 or (225) 454-5233. Two adjacent provisions round this out. Act 355 of the 2026 Regular Session, from Senate Bill 105 by Senator Cathey, allows veterans to use their DD-214 as proof of eligibility for the Taylor Opportunity Program for Students, Louisiana's merit scholarship, effective August 1, 2026. And under R.S. 17:2137 nonresident active duty servicemembers and their dependents receive in-state tuition rates at Louisiana public colleges and universities, with dependents retaining residency if the sponsor is reassigned elsewhere, and veterans using VA educational benefits and continuously enrolled students maintaining residency status. That in-state tuition provision is a separate benefit from the Title 29 exemption, which waives tuition altogether for qualifying dependents.
