Kansas VETERAN Designation on a Driver License

Any veteran may have VETERAN printed on a Kansas driver license or identification card. An NGB Form 22 is accepted and a general discharge under honorable conditions qualifies.

Also called: 8-243, veteran designation, driver license, identification card, NGB 22, DD 214, general discharge.

For: Veteran or service member.

Where it applies

Written for the jurisdictions listed here.

Section 8-243(e) lets any person who is a veteran request that the division of vehicles issue a driver's license carrying the designation "VETERAN" on the front, at a location the secretary of revenue determines. The proof is a copy of the veteran's DD Form 214, an NGB Form 22, or an equivalent discharge document showing character of service as honorable or general under honorable conditions. Two things in that sentence matter more than the designation itself. The NGB Form 22 is named in the statute. That is the National Guard separation document, and a Guard member who never served a federal active duty tour will not hold a DD214. Kansas naming the form expressly closes a gap that catches Guard members in other states. And a general discharge under honorable conditions qualifies. Subsection (e)(2) defines veteran for this purpose as a person who served in the active military, naval, air or space service, including the groups and individuals listed under 38 C.F.R. 3.7, discharged or released under an honorable discharge or a general discharge under honorable conditions. It is the same standard Kansas definition used for the plate, the recreation licence and the employment preference, without the disability element. What the designation does is practical rather than legal. It confers no benefit by itself. It is proof of veteran status in a wallet, which is what a retailer, a restaurant or a park office actually asks to see, and it means a veteran does not have to carry a discharge document around to claim a courtesy discount. There is no separate fee for the designation in the statute, but there is no free reissue either: a veteran who wants it before the licence is due pays the ordinary fee for a new licence under K.S.A. 8-246, plus the photograph fee the secretary prescribes, which the statute caps at $8. The designation is a state document. It is not a federal veteran health identification card and it establishes eligibility for no VA benefit.
