Where it applies

Written for the jurisdictions listed here.

Section 32-934 directs the secretary of wildlife and parks to issue, free of charge, a permanent licence to hunt and fish to any person residing in the state who submits satisfactory proof of being a disabled veteran. Two words carry the value. Free, and permanent. It is not an annual licence at a reduced rate and it is not a discount. It is issued once and it does not expire. The threshold is 30 percent, which is the lowest disability percentage in the Kansas code for any benefit in this catalog, tied with the disabled veteran business contract preference. The definition is the standard Kansas one: active military, naval, air or space service including the groups and individuals listed under 38 C.F.R. 3.7; discharged or released under an honorable discharge or a general discharge under honorable conditions; a disability incurred or aggravated in the line of duty; and a service-connected evaluation of 30 percent or more under 38 U.S.C. 1101 et seq. or 10 U.S.C. 1201 et seq. The section is recent. It was enacted in 2023 and has been amended three times since, in 2024 twice and again in 2025, which is what added the space force and the 38 C.F.R. 3.7 groups to the definition. Guidance written before 2023 does not describe this licence at all, and guidance written between 2023 and 2025 describes a narrower definition than the current one. Residency in the state is required. There is no durational test written into the section, only that the person be residing in the state. The licence does not lift the rules. The statute says in terms that any such person hunting or fishing in this state is subject to all rules and regulations relating to hunting or fishing, and the issue is subject to K.S.A. 32-920. Kansas requires separate permits, stamps and tags for deer, turkey, waterfowl and other species, and draws for some of them. A free permanent licence is the base document and does not carry those. Kansas separately gives free hunting and fishing licences and a free park vehicle permit to serving Kansas National Guard members, lets nonresident active duty members stationed in Kansas buy at resident prices, lets Kansas resident members stationed out of state continue buying resident licences, and refunds permit fees where PCS orders arrive before the first day of the season.

Thresholds

Service-connected evaluation of 30% or moreSection 32-934(b) sets the lowest disability threshold in the Kansas code for this catalog. The percentage is a service-connected evaluation under 38 U.S.C. 1101 et seq. or 10 U.S.C. 1201 et seq., which means a chapter 61 disability retirement rating counts as well as a VA rating.
A general discharge under honorable conditions is enoughThe definition reaches a person discharged or released under an honorable discharge or a general discharge under honorable conditions, and expressly includes the groups and individuals listed under 38 C.F.R. 3.7.
The disability was incurred or aggravated in the line of dutyThe second element asks that the disability have been incurred or aggravated in the line of duty in the active military, naval, air or space service. Aggravation of a pre-service condition counts.
Residing in the stateThe licence goes to a person residing in the state. No durational residency test appears in the section.
Free and permanent, but only the base licenceIssued once, free of charge, and not renewed. The holder remains subject to all hunting and fishing rules and regulations, and separate species permits, stamps, tags and draws are not included.

Expands benefits Adds the Space Force and the groups recognized under 38 C.F.R. 3.7 to the Kansas veteran definitions.

Amended the parallel definitions of veteran and disabled veteran in at least K.S.A. 8-160 (licence plate), 32-934 (hunting and fishing licence), 73-201 (public employment preference), 73-230 (disabled veteran business preference) and 79-4502 (homestead refunds), in each case adding the space force to the list of services and adding the groups and individuals listed under 38 C.F.R. 3.7. That regulation recognises the WASPs, certain Merchant Marine service and other civilian groups given veteran status retroactively, so the amendment quietly brought those people inside five Kansas programmes on the same day. Tracked because the percentage in each section did not change and a reader comparing figures would see nothing move, while the population reached did.
