Where it applies

Written for the jurisdictions listed here.

Kern County Code section 3.04.060(H), part of the civil service ordinance the voters amended at the June 5, 2012 election and last amended in 2016, requires the Civil Service Commission's rules to give "an extra credit of five percent (5%) of the total credits earned in any competitive open examination" to anyone who reaches the minimum qualifying score and proves service in the armed forces "in time of war or in any expedition of the armed forces" and an honorable discharge or certificate of honorable service. An honorably discharged veteran with a service-connected disability gets an additional five percent. How much it is worth. The credit is a percentage of the score earned, so 80 becomes 84, or 88 with the disability credit. It is not a flat five points. Limits. It applies only to competitive open examinations, not promotional ones. The service route needs wartime or expedition service and an honorable discharge, so a general discharge or peacetime service without a campaign does not qualify. The disability credit names no minimum rating, so any service-connected rating, 0% included, should count; bring the VA letter.
