Jackson County Employee Military Leave, the Reservist Wage Supplement and the Veterans Day Holiday
Jackson County's Non-Union Handbook pays reservists called to active duty a three-month county wage supplement after their paid time off, keeps their medical insurance, seniority and USERRA retirement credit, and makes Veterans Day a paid county holiday; no veterans hiring preference is stated.
Also called: military leave, reservist, wage supplement, USERRA, Veterans Day, county job, employee handbook, National Guard, active duty.
The county's 2019 Non-Union Employee Handbook of Personnel Policies and Procedures carries the provisions.
Reservists called to active duty. An employee called up may first use paid time off to supplement military pay; "Upon exhaustion of the employee's paid time off, the County will pay a wage supplement for a period of three (3) months", with military orders and earnings documentation required first, and "Military pay and wage supplement either from an employee's paid time off or County supplement shall at no time exceed the employee's regular rate of pay." Salary increases granted to similarly situated employees apply to the reservist too. Medical insurance continues while the employee supplements with paid time off and for three months after, then COBRA - "COBRA coverage will not be discontinued for employees or family members covered under the military's insurance plan." Seniority continues, paid time off accrues for up to six months, retirement service credit accrues to the USERRA maximum, and returning employees other than casual or temporary ones get their former position or one of like seniority, status and pay; a call-up of ninety days or less under the President's order requires a reemployment application within thirty days of release.
The equal employment opportunity section lists race, creed, colour, sex, age, religion, national origin, marital status, height, weight, disability, family medical history and genetic information - no veterans preference in hiring; veteran status appears in the handbook only among the harassment policy's protected classes.
The holiday. Veterans Day, November 11, is one of the county's paid holidays for its employees.
