Where it applies

Written for the jurisdictions listed here.

Hawaii adds veterans preference points to an open competitive state civil service recruitment, in two tiers. Five points require a copy of the DD-214 Member 4 copy verifying dates of honorable service. Ten points require an official statement or letter from the Department of Veterans Affairs or the armed service, dated within the past twelve months, confirming the applicant qualifies for ten-point preference. That mirrors the federal ten-point tiers, which rest on a compensable service-connected disability, a Purple Heart, or derived preference for a spouse, surviving spouse, or mother. The twelve-month currency requirement is the practical trap. A VA letter from three years ago will not do, even if nothing about the applicant's situation has changed. Request a fresh benefit summary letter through VA before applying rather than after being told the older one is stale. Points are added to a passing score, so the preference improves position on a list rather than converting a failing result into a passing one. The preference has to be claimed with the documentation attached at application. Hawaii's civil service operates on the merit principle under HRS chapter 76, and a recruitment closes on its stated date, so a document supplied afterwards may arrive too late to count. Hawaii also gives a state or city employee in a reserve component 15 days of military leave with pay per calendar year, with an additional 15 days from the following year available if required. And a state employee may take up to 26 weeks of unpaid leave in a 12-month period to care for a military relative with a serious service-connected illness or injury, which tracks the federal military caregiver leave entitlement.
