Where it applies

Written for the jurisdictions listed here.

The exemption is the State's; see the Oklahoma entries. Article X, section 8E of the Oklahoma Constitution exempts the full fair cash value of the homestead of a veteran certified by VA with a 100% permanent disability from service, or of the surviving spouse, and section 8D exempts all household personal property; the application is the Tax Commission's Form 998, and Form 998-B carries the exemption to a new home. What the Assessor's page says. "An exemption from property tax on homesteads is available for 100% disabled veterans and surviving spouses of a 100% disabled veteran ... The exemption would be for the full fair cash value of the homestead real and household personal property." The page lists the constitutional tests (honourably discharged from the Armed Forces or the Oklahoma National Guard, an Oklahoma resident, a 100% permanent disability from military action, accident or disease contracted in active service, certified by VA, and otherwise qualified for the homestead exemption). It asks for "The embossed letter, obtained from the Muskogee office, stating the 100% disability status", and gives the VA regional office in Muskogee, (918) 781-7766; a manufactured home needs its title or a verified purchase contract. "Once you receive the 100% disabled veteran's exemption, you do not have to apply again, unless your qualifications change. If you move to a new home, you will have to fill out a new application to the new address, and provide a new embossed letter." A denial or change must come in writing within five days, with the route to protest to the County Board of Equalization. The page's line that "Exemptions must be applied for in the same year it is requested" means the exemption does not reach back to earlier years. A veteran paid at the total rate for individual unemployability that VA has made permanent qualifies in practice (the Oklahoma entry); ask the office. The homestead it rests on. The ordinary homestead is a $1,000 deduction from assessed value, for a home owned and lived in on January 1; "Homestead applications received after March 15 will be credited to the following year." The office's page adds that "Military personnel stationed elsewhere but are Oklahoma citizens may be granted homestead exemption", which covers a Vance airman or other service member who keeps Oklahoma as home while assigned away. Below that, the Assessor takes the additional $1,000 homestead for household income of $30,000 or less, and the senior valuation freeze at 65 with household income up to $89,200 for 2025, both between January 1 and March 15.
